Salisbury fall Town Meeting warrant posted [The Daily News of Newburyport, Mass.]
<p><chron>Oct. 10</chron>--<location value="LU/us.ma.salsby" idsrc="xmltag.org">SALISBURY</location>-- Town officials posted the warrant for the upcoming fall Town Meeting, scheduled for <chron>7 p.m.</chron> on <chron>Monday, Oct. 24</chron>, at <org>Salisbury Elementary School</org>.</p><p>Copies of the entire warrant have been posted in all town buildings and are available at the town clerk's office on the first floor of <location>Town Hall</location>.</p><p>A brief review of the warrant is provided below.</p><p>Article 1 -- To transfer <money>$1,800</money> out of the free cash account to fund parking ticket processing in the town clerk's office.</p><p>Article 2 -- To transfer <money>$1,300</money> from free cash to the town clerk's officer to fund late notices for out-of-state parking violators.</p><p>Article 3 -- To transfer <money>$10,000</money> from free cash to buy a new computer server for <location>Town Hall</location>.</p><p>Article 4 -- To transfer <money>$72,000</money> from free cash to fund salary increases provided in newly negotiated contracts with five of the town's unions.</p><p>Article 5 -- To transfer <money>$10,000</money> from the <org>Sewer Enterprise Fund's</org> free cash account to fund <org>Sewer Department</org>-related costs involved in the newly negotiated contract with public works employee union.</p><p>Article 6 -- To transfer <money>$50,000</money> from free cash to repairs to the former Memorial School.</p><p>Article 7 -- To rescind Article 4 of the <chron>May 14, 2001</chron>, annual Town Meeting, authorizing the town to borrow an amount not to exceed <money>$100,000</money> as the town's share of the replacement town pier, bulkhead and parking area.</p><p>Article 8 -- To rescind Article 7 of the <chron>May 19, 2008</chron>, annual Town Meeting, authorizing a borrowing in the amount of <money>$1.6 million</money> for the purpose of replacing and upgrading water mains on <location>Elm Street</location>, <location>Old Elm Street</location>, <location>Rabbit Road</location> and <location>Fanaras Drive</location>.</p><p>Article 9 -- To transfer <money>$92,644</money> from the <org>Water Enterprise Fund's</org> free cash account to make the first principal payment on the town's debt obligation for the new water tank at <location value="LU/us.ma.salach" idsrc="xmltag.org">Salisbury Beach</location>.</p><p>Article 10 -- To transfer <money>$36,000</money> from the <org>Sewer Enterprise Fund's</org> free cash account to the <org>Other Post-Employment Benefits Liability Trust Fund</org>, authorized by <chron>May 16</chron> Town Meeting to partially fund actuarial unfunded liability for health insurance costs for current and future retirees of the <org>Sewer Department</org>.</p><p>Article 11 -- To authorize the <org>Board of Selectmen</org> to release, acquire and accept recreational trail, parking and access easements granted on certain property off <location>Rabbit Road</location> and owned by <org>True North, LLC</org>.</p><p>Article 12 -- To authorize the town manager to enter into a three-year contract to purchase net metering credits generated by True North's electric solar farm on terms that are in the best interests of the town.</p><p>Article 13 -- To authorize the <org>Board of Selectmen</org> to acquire, by gift, an access and utility easement from <person>Matthew and Sarah Chapin</person> on their land located off Ferry Lots lane .</p><p>Article 14 -- To accept <location>Linda Lane</location> as a public way, and to further to authorize the <org>Board of Selectmen</org> to acquire, by purchase, gift or eminent domain, the fee or a drainage easement on <location>Linda Lane</location>.</p><p>Article 15 -- To amend Bylaws, Section 145 (Mobile Home Parks) by deleting Section 145-2-D in its entirety and replacing it with the following: "D -- <org>The Rent Control Board</org> will hold one annual meeting in June for the purpose of reorganization and at any other time as needed upon written request or by posted meeting of the <org>Rent Control Board</org>."</p><p>Article 16 -- To amend <org>Bylaws Chapter</org> 23 of the Town's General Bylaws (Automobile Dealers and <org>Repair Shops</org>) by adding a new §23.13 as follows: "Fencing Requirement for Class III Licenses.</p><p>An applicant for a new Class III license or for renewal of an existing Class III license shall designate an area on the licensed premises for storage of all vehicle parts and all junk or salvage vehicles that have not been repaired and are not available for sale. Such storage area shall either be inside a building or be enclosed by a solid or opaque fence of sufficient height to conceal all such parts and vehicles so they are not visible from any roadway and are not visible from the first floor of any residential dwelling.
