Judge-executive for park, selling property [Grayson Journal-Enquirer, Ky.]
<p><chron>Oct. 05</chron>--<location value="LU/us.ky.carter" idsrc="xmltag.org">Carter County</location> Judge-Executive <person>Charles Wallace</person> says he is behind the idea of a park being built on land currently owned by the county in <location value="LU/us.ky.grason" idsrc="xmltag.org">Grayson</location>. However, Wallace said the county isn't financially able to help.</p><p>"I would like to see a park pursued and built on that property, but I can't believe that anyone would agree to another taxing district for parks," Wallace said. "Let the city buy the property and they can do whatever they want to with it."</p><p>The property in question is behind the <org>Carter County Detention Center</org> and was designated for recreational use in 2006. After much planning, fundraising and public attention, newly installed playground equipment burned and a walking trail was left to go back to nature.</p><p>"<org>The Fiscal Court</org> never agreed to put an access road in," Wallace said. "Our in kind donation was the walking trail. We put that in and I am pretty sure we were the only ones to ever walk on it."</p><p>Wallace claimed that an arson investigation into the playground fire was denied by the <org>Kentucky State Police</org>. KSP Trooper <person>Elliott Gollihue</person> said the entire investigation was handled by then Carter County Sherriff Kevin (Mooch) McDavid. At press time, the case file for the incident had not been located.</p><p>Wallace said after the fire, contrary to claims of members of the <org>Recreation Alliance</org>, the <org>Fiscal Court</org> did submit a claim to the County's insurance with the <org>Kentucky Association of Counties</org> (KACo.)</p><p>"You can't file a claim on someone else's insurance," Wallace said. "They (the <org>Parks and Recreation Alliance</org>) are lying. <org>The Fiscal Court</org> made that claim and made the payment to the bank."</p><p>Wallace claims that KACo paid the county, who in turn paid <org value="ACORN:655284388" idsrc="xmltag.org">Commercial Bank</org>.</p><p>A spokesman with <org value="ACORN:655284388" idsrc="xmltag.org">Commercial Bank</org> could not comment on personal loans the bank may or may not have once held without permission of the loan-holder.</p><p class="shirttail">___</p><p class="shirttail">(c)2011 the Grayson Journal-Enquirer (Grayson, Ky.)</p><p class="shirttail">Visit the Grayson Journal-Enquirer (Grayson, Ky.) at www.journal-times.com</p><p class="shirttail">Distributed by MCT Information Services</p>
