Laurier Appoints Lloyd Noronha to Role of Vice-President: Finance and Administration

WATERLOO, Ontario, Nov. 6 (TNSPer) -- Wilfrid Laurier University issued the following news release on Nov. 5:

Wilfrid Laurier University has appointed Lloyd Noronha as vice-president: finance and administration for a five-year term beginning Jan. 1, 2021.

Noronha joins Laurier from the Toronto Catholic District School Board, where he served as chief financial officer and associate director of education (Facilities, Business and Community Development), providing leadership to an executive team overseeing more than 20 departments, including risk management and facilities operations. He oversaw the school board's finances, including its $1.2-billion annual operating budget and $400-million annual capital program.

He also provided oversight on the school board's environmental stewardship master planning, the creation of a new budget setting process, the negotiation of more than $200 million in current real estate, planning and private-public partnership deals, and several enterprise-wide information technology initiatives.

"Lloyd is a proven leader and highly respected professional with extensive experience working with government, students, parents, teachers, trustees and many other stakeholder groups. As vice-president: finance and administration, Noronha will lead a broad range of financial and administrative services in support of the academic, research and community engagement missions of the university. His portfolio will consist of financial resources, facilities and asset management, information communication technology, risk management, campus operations and internal audit. He'll also co-lead with the provost and vice-president: academic the planning and implementation of the university operating budget and with the vice-president: student affairs the student and ancillary services portfolio, including housing and residence services, food services and retail operations.

Prior to joining the Toronto Catholic District School Board, Noronha held senior roles with the City of Vaughan, including director of financial planning and development finance/deputy treasurer. As deputy treasurer, he advised the city council on matters of strategic significance, as well as politically sensitive and confidential issues. He also provided financial oversight on complex projects including multi-million-dollar land development negotiations, public-private partnership deals, infrastructure agreements and the corporate budget-setting process. Prior to his work at the City of Vaughan, he served in several roles with the City of Brampton, including as manager of development and capital financing; senior financial planning analyst; and business services advisor.

Noronha is a chartered professional accountant with two bachelor's degrees, one in science and the other in commerce, from York University.

Noronha succeeds Tony Araujo, who has been acting vice-president: finance and administration since April 2019. Adam Lawrence, the dean of students on the Brantford campus, took on responsibilities related to risk management and campus operations, including overseeing Safety, Health, Environment and Risk Management and Special Constable Services and providing senior leadership support on the Brantford campus.
