Insurance assurance: Health care proposal does little to address Hoosiers' full needs

The Hoosier State faces significant hurdles when it comes to delivering affordable health services.

More than 63% of Indiana residents experience financial hardships related to medical expenses, and 83% worry about future affordability. As hard-working Hoosiers struggle with health challenges, their concerns about the future are well-founded.

Currently, workers receive their employer-provided health care coverage tax-free, meaning those benefits are not taxed like a salary or wages. That may change in the blink of an eye.

A looming federal proposal to tax employer-sponsored health insurance benefits is gaining traction in Washington, D.C. Washington wants to tax the benefits as if you received cash instead of health coverage.

With more than half of the total population of Indiana, or 3.46 million people, getting their medical coverage through employer-sponsored insurance, the potential impacts are alarming.

If enacted, this tax will shrink paychecks and hike costs for individuals and families. Tax increases on medical costs could lead to higher deductibles, increased copays or reduced coverage options.

Coverage affordability is already a major issue. Nearly half (49%) of uninsured residents cited "too expensive" as the major reason for not having coverage. Taxing coverage will not make it more accessible or affordable.

The ripple effects of imposing such a tax extend beyond individual wallets to the local economy, compromising public health outcomes statewide.

Indiana's health care ranking suffers as a result of high rates of chronic illnesses such as diabetes and heart disease. With only about 12.59 primary care physicians per 100,000 residents, health care access is already severely limited.

Agricultural communities form the backbone of our economy and cultural identity, but these communities face unique challenges. Fifty-three of Indiana's 92 counties lack adequate primary health care providers, affecting 87% of rural residents who live in these underserved areas.

Compounded by geographic isolation and limited medical resources, Indiana has the second-lowest rate of active physicians in the Midwest, trailing only Iowa.

Politicians advocating for taxing employer-sponsored health care premiums gravely underestimate the broader implications of their actions, believing they are targeting only high-cost plans when really they could be targeting plans that are high-cost because it can be expensive to provide care in rural areas.

This misguided approach has been proposed before, with past attempts facing strong opposition and failing.

This heavy-handed approach disregards the realities of the financial strain it places on working-class families and vulnerable rural communities. Inflation, which has caused the average Indiana household to pay $876 more per month for the same goods and services since January 2021 -- a cumulative increase of $20,974 -- is already straining budgets.

Indiana's health care needs demand thoughtful consideration. Policymakers must confront the historical challenges and failures linked to previous health care proposals, ensuring that new initiatives effectively tackle the underlying issues of health care affordability, access and outcomes.

Simply taxing employer-sponsored health care to raise federal revenue without addressing chronic disease rates, geographical disparities and economic stability would be ineffective and unwise. The track record of similar tax proposals demonstrates the failure of ignoring the need for real health care reform.

Our federal lawmakers should avoid penalizing the health insurance plans that take care of Indiana's families. Instead, Congress should focus on policies that strengthen our health care system while alleviating burdens on working-class families, small businesses and residents of rural and agricultural communities.

With health care costs escalating and access dwindling, we must find sustainable solutions to improve health outcomes across Indiana.
