WASHINGTON, Sept. 23 -- Dietrick Institute for Applied Insect Ecology, Ventura, California, has issued a public comment on the Federal Emergency Management Agency notice entitled "Request for Information: National Flood Insurance Program's Community Rating System". Flood mitigation starts with slowing, spreading and sinking stormwater. The work is small-scale, not dams.
It can be done using mostly hand tools and local materials. Beavers help vital ecological restoration of watersheds. Once the stormwater is allowed to flow and sink where it wants to, then watch the biomass grow.
Let it be--living and dead, standing and fallen, it is holding carbon and it is habitat and places for humans to forage.
Agriculture and development can be planned around biodiversity islands and corridors more upland.
FEMA needs to focus on two main things for flood mitigation: Soil Organic Matter and soil cover.
