CT man charged in deadly motorcycle/scooter collision

Oct. 31--HARTFORD -- A 31-year-old Hartford man has been arrested in connection with an August 2019 crash that left a teenaged scooter driver dead, police said.
Shawn Howell was arrested Friday and charged with misconduct with a motor vehicle, reckless driving, insufficient motorcycle insurance, no motorcycle endorsement and operating an unregistered motor vehicle.
Howell turned himself in after learning there was a warrant for his arrest.
The collision happened a at approximately 9:43 p.m. on Aug. 19, 2019 at the intersection of New Park Avenue and Merrill Street involving a motorcycle and a motor scooter.
Upon arrival, officers located the two operators injured in the roadway. Both were transported to the hospital.
Thalles Costa DeLima, the 17-year-old operator of the scooter later died from his injuries.
Howell, the motorcycle operator, was cooperative during the investigation, police said.
He was released with a promise to appear in court.
