The ordinance and necessary home modifications would apply to new developments only. Gleason said this could encourage investors to buy the property in lieu of residents who may not be able to afford the flood insurance, particularly if one actually occurs. He said it is time that the flooding issue is fixed and that the state and federal government need to "step up" and create some flood mitigation measures for the Blanco River.
