America's Health Insurance Plans: New Coalition Features Resources And Best Practices To Support Medicaid Redetermination

Targeted News Service (Press Releases)

WASHINGTON, March 10 (TNSrpt) -- America's Health Insurance Plans issued the following news release on March 9, 2023:

New AHIP report shows a state-by-state view of where people no longer eligible for Medicaid will transition for coverage

* * *

Medicaid is an essential part of America's health care system, and during the COVID-19 emergency, the program grew to cover 1 in 4 Americans - more than 90 million people. As America returns to normal operations following the COVID-19 crisis, states are beginning the process of redetermining whether each person is still eligible for the program, which could result in 18 million people losing access to Medicaid coverage. That is why today a diverse group of leading organizations representing millions of American patients, people with disabilities, care providers, employer-related groups, and health insurance providers have come together to launch the Connecting to Coverage Coalition (CCC).

Led by AHIP, the CCC is a national coalition committed to being a single source of trusted information about the Medicaid redetermination process. The CCC will also work to convene stakeholders to support information sharing, build on best practices, and develop solutions to ensure Americans are able to enroll in coverage that is right for themselves and their families. By working together, the CCC will support a smooth transition back to normal Medicaid eligibility during this unprecedented redetermination process, connect Americans to resources, and help them connect to coverage through other available health insurance, such as individual market or ACA marketplace coverage, employer-provided coverage, or separate coverage under the Children's Health Insurance Program (CHIP).

Other founding members of the CCC include American Cancer Society Cancer Action Network, The Arc of the United States, Cystic Fibrosis Foundation, Cancer Support Community, Mental Health America, Catholic Health Association of the United States, Unidos US, American Benefits Council, National Association of Benefits and Insurance Professionals, National Association of Community Health Centers, Federation of American Hospitals, American Health Care Association, Association for Community Affiliated Plans, Blue Cross Blue Shield Association, and Medicaid Health Plans of America.

We know states are working hard for a smooth redetermination process, and available information is constantly changing and improving. CCC members will provide updated resources on a real-time basis to ensure policymakers and Americans have access to the latest information on this essential coverage process.

A One-Stop Shop to Reliable Information

The CCC's new website provides Medicaid enrollees, health care navigators, health care leaders, community leaders, and other stakeholders with information about the Medicaid redetermination process. Resources include:

* Studies and surveys of how people understand and perceive the Medicaid redetermination process.

* Frequently asked questions for Medicaid enrollees and their families.

* Links to information and guidance from the Centers for Medicare & Medicaid Services (CMS), as well as other federal agencies, on the Medicaid redetermination process.

* Best practices, key messages, and toolkits for engaging enrollees about what they need to do to determine their eligibility for Medicaid or an alternate form of coverage.

New Report: Where Americans Will Go for Coverage, State by State

Concurrent with the launch of the CCC, AHIP released a new Medicaid Redetermination Coverage Transitions Report, which provides a state-by-state analysis of where people who are no longer eligible for Medicaid are likely to have access to coverage. The report summarizes a comprehensive analysis conducted by NORC at the University of Chicago and supported by AHIP.

Key findings include:

* In nearly all states, the majority of people no longer eligible for Medicaid will transition to employer-provided coverage (EPC).

* The state with the lowest proportion of people who will enroll in EPC is Georgia (48.9%), while the state with the highest proportion of people enrolling in EPC is Delaware (57.1%).

* About 3.8 million (21.2%) of people no longer eligible for Medicaid will become uninsured.

* The state with the lowest proportion of people who will become uninsured is Massachusetts (17.7%), while the state with the highest proportion is South Dakota (26.2%).

State leaders are coordinating with various health care stakeholders to ensure a smooth, transparent Medicaid redetermination process. Members of the CCC are committed to working together in planning and outreach to help ensure people are able to enroll in affordable coverage choices to protect their health and financial stability.
