American Canyon Fire Protection District business on tap for Tuesday meeting

May 29--AMERICAN CANYON -- The Fire Protection district will recognize its Firefighter of the Year and a decade of service for another two a 6:30 p.m. meeting of the City Council and the Fire Prevention District Board, on Tuesday.

Firefighter of the year honors will go to Kent Barns, while Captains. Prettyman and Cordeiro will be recognized for 10 years of service.

A badge pinning ceremony and swearing in of new firefighter Robert Rojas are also planned.

Council/Board members on Tuesday will also consider:

--A presentation by the American Canyon Professional Firefighter Association and the IAFF Local 1186 to the Boys and Girls Club.

--Amendments to the Cooperative Joint Powers Dispatching Services Agreement between the City of Napa and the American Canyon Fire Protection District to continue the administration and operation of centralized emergency response dispatching services.

--Increasing the 1986 Mitigation Fee for Fiscal Year 2018-2019 based on a 3.4 percent change in the Consumer Price Index. This would raise the fee for single family homes from $.23 to $.2378, multi- family residences from $.2807 to $.2902; commercial from $.4209 to $.4352 and industrial from $.5105 to $.5279.

--Confirming the appointment of Wenona Garside to the Fire Service Fee Board of Review.

--Authorizing an annual cost-of-living increase to the District Fire Service Fee Special Tax consistent with District Ordinance 2013-01 and confirming the Fire Service Fee Assessment of $643,177.80 for Fiscal Year 2018-2019.

--Writing off $560.30 of uncollectible Fire Service Fees.

--An agreement between the District and Definitive Networks, Inc. for Information Technology services.

These come to $3,527 per month, or $42,320 per year. The District has included $50,000.00 for "I.T. Support" in its proposed budget.

--Approving the annual appropriations limit of $12,368,169, for the District for Fiscal year 2018-2019.

--Approving the District's Preliminary Budget for the Fiscal Year 2018-2019. The projected ending balance at June 30, 2019, is $5.1 million; $1.4 million above the combined reserve requirement of $3.6 million.

--Authorizing a successor Memorandum of Agreement between the District and American Canyon Firefighters IAFF Local 1186, to include Cost of Living wage increases of 3 percent per year and a 1 percent salary increase per year, through 2020. Also, Effective Jan. 1, 2019, the new agreement calls for the District contribution towards health insurance premiums to be calculated at 95 percent of the CalPERS 2019 Health Premium --Regional rates for Kaiser at each benefit level, or reflect an increase of 10 percent over the January 2018 District contributions, whichever is less. In no event will the premium increase exceed 10 percent of the 2018 contribution.
