The Benecon Group has announced five personnel appointments.

Brad M. Kopcha has been promoted to executive vice president of actuarial and compliance services.

Kopcha, of Elizabethtown, joined Benecon in 2008 as vice president of actuarial services. He is a Penn State University graduate.

Kelly M. Knight has been promoted to vice president of compliance services.

Knight, of Lititz, joined Benecon last year as a compliance attorney. She holds a bachelor's degree from Lycoming College and a law degree from Dickinson School of Law.

Amy S. Bucher has been hired as a compliance attorney.

Bucher, of Lititz, previously was in private practice. She holds a bachelor's degree from Penn State University and a law degree from Widener University.

James M. Hechler has been hired as vice president of actuarial services.

Hechler, of Lancaster, previously was a senior actuarial associate at ING USSS. He is a Shippensburg University graduate.

Michael A. Walley has been hired as vice president of client services. Walley, of Alexandria, Va., is a retired U.S. Navy rear admiral. He holds a bachelor's degree from the U.S. Naval Academy and master's degree from George Washington University and the U.S. Naval War College.

Trout, Ebersole & Groff has hired Robert Freedenberg as a manager in its tax department.

Freedenberg, of Camp Hill, most recently was deputy secretary for taxation and director of the Bureau of Corporation Taxes for the state Department of Revenue for seven years.

Before that, he was a partner and chairman of the tax department at Barley Snyder.

Freedenberg holds bachelor's and law degrees from Temple University and a master's degree from Villanova University.

The York office of Reinsel Kuntz Lesher has named Robert D. Gantz a partner in its audit services group.

Gantz, of Lancaster, most recently was a partner in audit and accounting services at ParenteBeard'sYork office. He is a Shippensburg University graduate.

Susquehanna Insurance has hired Sherry Dupire as client manager in its benefits division.

Dupire, of Manheim, previously spent six years at Whalen Insurance Associates, becoming a client manager. She is a licensed agent in health and accident coverage.

Fulton Financial has hired Philmer H. Rohrbaugh for the newly created position of senior executive vice president and chief risk officer, effective Nov. 1.

Rohrbaugh previously was managing partner of KPMG'sChicago office. He joined KPMG in 2002 after 25 years at Arthur Andersen. Rohrbaugh, a certified public accountant, is a Susquehanna University graduate.

Fulton also named two new members to its board of directors, effective Dec. 17.

They are Denise L. Devine of Media and Ernest J. Waters of York.

Devine is founder and chief executive officer of Nutripharm and Froose Brands. Waters is a retired Metropolitan Edison area vice president and area manager.

Hartman Underhill & Brubaker has hired Joseph B. Allen, Kaitlin R. McGinnis and David M. Walker as associate attorneys.

Allen, of Lancaster, recently graduated from William & Mary School of Law. He also holds a bachelor's degree from William & Mary. Allen focuses his practice on business, finance, securities and tax matters.

McGinnis, of Lancaster, recently graduated from Villanova University School of Law. She holds a bachelor's degree from Catholic University. McGinnis focuses her practice on real estate, zoning, land use and estate planning.

Walker, of Lancaster, most recently was a clerk for Lancaster County Court Judge Donald R. Totaro. He is a graduate of West Chester University and Widener University School of Law. Walker focuses his practice on school governance and leadership, student services, special education, and employee benefits.

Murray Securus has promoted Ommie Rivera to chief information officer.

Rivera, of Lancaster, joined Murray Securus in 2004, most recently serving as team leader of its information technology department.

A Microsoft certified systems engineer, he is a graduate of McCaskey High School and York Technical Institute.

Dennis Weidman, partner at Simon Lever, has earned the Certified Specialist in Estate Planning designation from The National Institute for Excellence in Professional Education.
