In accordance with FAR 13.106-1(b)(1), the U.S. Environmental Protection Agency (EPA) Office of Research and Development and EPA'sNational Exposure Research Lab (NERL) intends to award a sole source fixed-price purchase order to AB SCIEX, LLC to purchase a twelve month service contract for the AB SCIEX API 3000 MS/MS System.

This instrument is a top priority for NERL because it supports collaborative research projects within NERL and with colleagues at NHEERL, NRMRL, Regional and Program Offices, and at North Carolina State University. It is imperative that the instrument be maintained with its original sensitivity and specificity to meet quality assurance objectives for these projects. Moreover, given the large number of samples assigned to this instrument, it is very important that it be operated with minimal down time. This service contract will assure that this system will be operational with maximum sensitivity and that service and replacement parts will be immediately available should they be required.

AB SCIEX is best positioned to provide this service as they are the only company having both the parts and experience available to meet this need in a rapid manner. The AB SCIEX proprietary diagnostic program is the most suitable and efficient way of quickly resolving and optimizing the instrument performance. Moreover, as the company that designed and built this instrument, AB SCIEX will guarantee access to authorized factory parts, have a unique ability to diagnose and fix known or recurrent problems, offer and recommend engineering upgrades, and provide valuable advice concerning operational parameters and instrument settings.

To insure that any other service vendor can provide the same quality of service, they should meet, at a minimum, the following specific elements provided by AB SCIEX:

Guaranteed Priority Response AB service engineer at your site within 2 business days (telephone response from service engineer within three hours of service request).

Factory-trained and Certified engineers AB service engineers receive continuous factory training and certification.

Labor & Travel Fees included All labor and travel fees are included for repair and planned maintenance.

Two Scheduled Planned Maintenance Visits to ensure optimal performance of the instrument.

Covered Replacement Parts All parts are certified and guaranteed to optimize instruments performance and reliability. All parts are manufactured by AB or AB's direct vendors. AB SCIEX uses only new or true factory remanufactured parts.

Priority Technical Assistance Center Support Immediate telephone and email access to our senior factory-trained engineer instrument technical support.

Priority application technical phone support Immediate telephone access to our application technical support.

Smart Monitoring Remote access capability for collaborative troubleshooting, diagnostics and problem solving with real-time error reporting notifications. System performance monitored 24 hours a day, 365 days a year resulting in maximum uptime.

Formal Escalation Procedure/Process AB SCIEX Global Service Engineers and Managers work proactively to address all instrument issues in accordance with our escalation guidelines.

Copyrighted Advanced Service Diagnostics Only AB SCIEX service engineers have full and exclusive access to instrument diagnostics software.

Current on the latest technology and techniques Only AB SCIEX service engineers have full and exclusive access to AB's latest technical developments, repair procedures, application updates, and planned maintenance procedures.

NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. Notwithstanding, any firm that believes it is capable of meeting EPA's requirement as stated herein may submit a capability statement, which if received within seven (7) calendar days of the date of this announcement will be considered. Responses to this posting must be in writing and provide clear and convincing evidence that competition would be advantageous to the Government. A determination not to compete the proposed purchase order based upon the responses to this notice is solely within the discretion of the Government.
