Introduction

This is a SOURCES SOUGHT ANNOUNCEMENT ONLY. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Requests for a solicitation will not receive a response. Responses to this sources sought must be in writing. The purpose of this sources sought announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Service Disabled Veteran Owned Small Businesses, Veteran Owned Small Businesses, 8(a), HubZone and other Small Businesses interested and capable of providing the services described below. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. Responses to this notice shall include the following: (a) company name (b) address (c) point of contact (d) phone, fax, and email (e) DUNS number (f) Cage Code (g) Tax ID Number (h) Type of small business, e.g. Services Disabled Veteran Owned small Business, Veteran-owned small business, 8(a), HUBZone, Women Owned Small Business, Small disadvantaged business, or Small Business HUBZone business and (i) must provide a capability statement that addresses the organizations qualifications and ability to perform as a contractor for the work described below.

INSTRUCTIONS TO VENDORS: This is a Sources Sought purely for purposes of market research. If you feel you can meet this requirement, please post a capability statement demonstrating your qualifications (including any recent (within 3 years), relevant past performance by 26 SEPTEMBER, 2014 no later than 6:00 PM EST. All submissions must be addressed to Catherine Artis @ [email protected].

BACKGROUND:

The Department of Veterans Affairs (VA) has historically relied on contract services in an effort to improve collections through identification and verification of veterans' third party insurance. The VA's Consolidated Patient Accounts Centers (CPACs) are responsible for billing to and collecting from insurance companies for medical treatment provided to veterans for non-service connected conditions. There are seven 7 regional CPACs located as follows:

Asheville, NC - Mid-Atlantic CPAC (MACPAC)

Murfreesboro, TN - Mid-South CPAC (MSCPAC)

Orlando, FL - Florida Caribbean CPAC (FCCPAC)

Madison, WI - North Central CPAC (NCCPAC)

Lebanon, PA - North East CPAC (NECPAC)

Leavenworth, KS - Central Plains CPAC (CPCPAC)

Las Vegas, NV- West CPAC (WCPAC)

Public Law 99-272 gave VA authority to seek reimbursement from third party health insurers for the cost of medical care furnished to an insured non-service connected (NSC) veteran. Public Law 101-508 expanded VA's recovery program by providing authority to seek reimbursement from third party payers for the cost of medical care provided to insured service-connected veterans treated for their NSC conditions.

1. The Contractor shall provide Clintegrity 360 I Encoder Product Suite (EPS) software, which will improve the VA healthcare system's coding productivity and accuracy through real-time compliance monitoring and customizable billing processes and provide the CPACs with special emphasis on the components found to be inconsistent with policy, process and or practical usage of the Encoder Product Suite tool.

2. The Contractor shall provide five (5) weeks of instructor led classroom training, one (1) week assignment for each of the following CPACs:

" Mid-South Consolidated Patient Account Center (MSCPAC) - Smyrna, TN

" North East Consolidated Patient Accounts Center (NECPAC) - Lebanon, PA

" Mid-Atlantic Consolidated Patient Account Center (MACPAC) - Asheville, NC

" Central Plains Consolidated Patient Account Center (CPCPAC) - Leavenworth, KS

" North Central Consolidated Patient Account Center (NCCPAC) - Middleton, WI

3. A training week is defined as three (3) days of face to face instruction and two travel days. The instructor led training shall include classroom training developed for three (3) day training blocks of eight (8) hours per day of face to face training for each of the five sites made up of specific learning requirements within the EPS Reports to include the following: gaps of knowledge, skills and abilities; areas of process inconsistency and deficiencies; the need for awareness of downstream impacts of activities and oversight reporting, monitoring and communication activities for Managers, Supervisors and Leads. Training shall include:

a. Code Me

b. Bill Me

c. No Insurance/Late Checkout (NILCO)

d. Entered Not Reviewed (ENR)

e. Managers, Supervisor and Lead
