The FAA intends to solicit and award a firm-fixed price contract for the Re-cabling of the Medium Intensity Approach Lighting System with Runway Alignment Indicator Lights (MALSR) on Runway 36, Hector International Airport, Fargo, North Dakota. The contractor shall furnish all labor, material, services, insurance permits, equipment, tools, supervision and transportation in accordance with the specifications, drawings and contract provisions.

1.1 Scope of Work

Scope of Work Work under this project includes, but is not limited to, the following:

The contractor shall coordinate the exact sequence of work with the airport authority through the Contracting Officer--'s Representative (COR) prior to construction and shall provide updated construction schedules at the preconstruction conference and upon request. Contractor shall hold a tailgate safety meeting prior to commencement of work each day, in the presence of the COR, to discuss possible safety hazards and mitigation. Contractor shall coordinate any facility shutdowns with FAR System Support Center (SSC). Work shall include:

1. Coordinate with airport operations and local FAA SSC representatives to locate existing underground utilities and cabling near the Runway 36 MALSR.</p>

2. Remove and replace Direct Earth Bury (DEB) Runway Alignment Indicator Lights (RAIL) power cables between the RAIL flasher load side of the MALSR disconnect switch in the Runway 36 MALSR shelter and the JB-2 Junction Boxes of each of the five RAIL stations.

3. Remove and replace DEB RAIL control cables between the MALSR PCU box in the Runway 36 MALSR shelter and the JB-2 Junction Boxes of each RAIL station.

4. Remove and replace DEB Medium Intensity Approach Lighting System (MALS) power cables between the MALS power distribution junction box and MALS plug connector at stations 12+00 and 14+00.

5. Directional bore 2 2"-- Galvanized Rigid Steel Conduits (GRSC) to route cables under the Airport South Perimeter Road per drawing details.

6. Clean out and utilize the existing GRSC conduits running across 19th Ave.

7. All power and control cables shall be tested per specifications after installation, in the presence of the Resident Engineer. A written record of the test results for all of the conductors shall be delivered to the Resident Engineer.

8. Cleanup site on daily basis. Restore areas disturbed by construction activity or vehicles by placing and compacting clean topsoil fill material per specifications to meet surrounding grade. Restore damaged areas caused by construction. Replace the perimeter guard wire at each station (12+00 to 24+00) if damaged. Re-construct crushed rock plots at stations 12+00 to 24+00. Grade and seed areas disturbed by construction.

9. Participate in Contractor--'s Acceptance Inspection (CAI), Joint Acceptance Inspection (JAI), and quickly address any punch list items.

INTERESTED FIRMS MUST HAVE SUCCESSFULLY COMPLETED SIMILAR PROJECTS BOTH IN DOLLAR AMOUNT AND SCOPE OF WORK WITHIN THE LAST THREE YEARS.

The work will be performed in strict accordance with the contract drawings and specifications. Contract performance time is 21 calendar days with an anticipated start date of June 2, 2014 for this project.

The estimated price range for this procurement is between $100,000.00 and $250,000.00.

Service Disabled Veteran Owned Small Business (SDVOSB) and certified 8(a) contractors are highly encouraged to submit a request for this project.

This notice is for informational purposes for Minority, Women-Owned, and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization, has programs to assist small businesses, small businesses owned and controlled by socially and economically disadvantaged individuals, and women-owned concerns to acquire capital and bonding assistance for transportation-related contracts. This is applicable to any eligible prime or subcontract at any tier. The DOT Bonding Assistance Program enables firms to apply for bid, payment, and performance bonds up to $1.0 million per contract. The DOT provides an 80 percent guaranty on the bond amount to a surety against losses. Loans are also available under the DOT short Term receivable financing. The maximum line of credit is $750,000.
