Sources Sought: This is not a notice of request for proposal/quotation but information and planning purposes only. This is not a solicitation announcement. This is a sources sought synopsis only. The purpose of this sources sought synopsis is to gain knowledge of potential qualified sources and their size classifications relative to NAICS Code 334510. Responses to this Sources Sought synopsis will be used by the Government to make appropriate acquisition decisions, see submittal requirements below. After review of the responses to this sources sought announcement, a solicitation announcement may be published in FedBizOpps. Responses to this Sources Sought announcement are not adequate responses to the solicitation announcement. All interested Offerors will have to respond to any subsequent solicitation announcement in addition to responding to this Sources Sought announcement. It does not constitute a solicitation and is not to be construed as a commitment by the Government. The identifier VA246-14-I-0555 shall be used to reference any written responses to this Sources Sought.

The Department of Veteran Affairs Hampton anticipates a requirement that under the North American Industry Classification Systems (NAICS) Code 334510. The size standard for NAICS is 500 Employees. The requirement is for the acquisition of Defibrillators and Crash Carts for the portfolio of six (6) of the VA Medical Centers in VISN 6. The Gov't is seeking information as to the availability of and all-in-one unit that is capable of the following:

Automatic External Defibrillator (AED): Biphasic, minimum 200 joules, LCD Screen, Audible CPR coaching, Shock advisory system, CPR Pads, Voice command, CPR Feedback that is integrated directly into the defibrillator offering a CPR performance to drive rate, depth, release and pauses that is visible to all caregivers at the bedside. Provides active coaching /analyzing capability with audible and visual indicator when out of range.

Crash Cart Defibrillator: Biphasic, minimum 200 joules, LCD Screen, built in print capability, synchronized cardioversion / shock advisory system, code ready- capable of performing daily automated self-test, Waveform Capnography / ETCO2, 3 Lead ECG Electrodes, Non-invasive pacing, Pulse Oximetry monitoring (SPo2 / Maximo), VF/VT Alarm, Advance Life Support (ALS) ready - semi-automatic, semi-automatic with manual override, and fully manual, Wi-Fi Card 802.11 capability, Filtered waveform technology that filters out artifacts, Rechargeable battery(s), CPR Pads with pacing, cardioversion, defibrillation and monitoring in a single use pad, CPR Feedback that is integrated directly into the defibrillator offering a CPR performance to drive rate, depth, release and pauses that is visible to all caregivers at the bedside. Provides active coaching/analyzing capability with audible and visual indicator when out of range.

Light Weight Transport Defibrillator: Biphasic, minimum 200 joules, Maximum weight with light weight battery, LCD Screen, Print capability, Synchronized cardioversion / shock advisory system, Code Ready - capable of performing daily automated self-test, Waveform Capnography / ETCO2 Non-invasive pacing, Pulse Oximetry monitoring (SPo2 / Maximo), VF/VT Alarm, Non-invasive blood pressure monitoring, 3 Invasive pressure waveform monitoring, 12 Lead ECG Electrodes, 2 Temperatures monitoring capability, Advance Life Support (ALS) ready - semi-automatic, semi-automatic with manual override, and fully manual, Wi-Fi Card 802.11 capability, Filtered waveform technology that filters out artifacts, Rechargeable lithium ion battery(s), CPR Pads with pacing, cardioversion, defibrillation and monitoring in a single use pad, Transducer interface capable, CPR Feedback that is integrated directly into the defibrillator offering a CPR performance to drive rate, depth, release and pauses that is visible to all caregivers at the bedside, provides active coaching / analyzing capability with audible and visual indicator when out of range.

Device Management Technology: Defibrillator management technology capable of testing readiness to insure Code-Ready defibrillators. Offering a dashboard, wireless Wi-Fi Solution, that tests defibrillator presence of correct cables, electrode, circuits including discharge, CPR, pacing, power, and parameters. Indicates (message or indicator) if defibrillator is ready or not, if not (fault detected), generates an email to notify appropriate personnel. Capable of providing an electronic log and printable log.

The Government estimates the acquisition of the following quantities; AED's - 193ea, Crash Carts - 253ea, Transport Defibrillators - 33ea, AED Trainer - 15ea, Crash Cart Trainers - 19ea, Lithium Ion Batteries - 24ea, Battery Charging Stations - 10ea, and Training of Bio-Medical Personnel to service/repair items above. In association with the acquisition of the above is the Government's need to discharge its current inventory. Interested parties need to identify whether they would offer trade-in value for the existing inventory (existing inventory list will not be available for this Sources Sought, but may be made available for subsequent solicitations).

The Government requests interested parties submit a brief description of their company's business size (i.e. annual revenues and employee size); business status (SDVOSB, VOSB, or small business) anticipated teaming arrangements, and a description of similar services offered to the Government and to commercial customers.

Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. The Government will use this information in determining a small business set-aside decision.

As stipulated in FAR 15.201, responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. No solicitation exists; therefore, do not request a copy of the solicitation. The decision to solicit for a contract shall be solely within the Government's discretion.

Any information submitted by respondents to this sources sought synopsis is voluntary. This sources sought notice is not to be construed as a commitment by the Government, nor will the Government reimburse any costs associated with the submission of information in response to this notice. Respondents will not be individually notified of the results of any government assessments. The Government's evaluation of the capability statements received will factor into whether any forthcoming solicitation.

All interested firms should submit a capabilities package that outlines the firm's capabilities in providing the required products. Contractor is required to provide all management and labor required for the operation and management of the required services. If subcontracts are to be used, provide anticipated percentage of effort to be subcontracted and whether small or large businesses will be used. The capabilities package should be brief and concise, yet clearly demonstrate an ability to meet the stated requirements. Recent, relevant experience in all areas should be provided. Teaming and/or subcontracting arrangements should be clearly delineated and previous experience in teaming must be provided. The response must not exceed 5 pages.

Also indicate if you are the manufacturer, authorized reseller, and if your company is certified to service/maintain the equipment. Respondents are further requested to indicate their status as a GSA Contract Holder.
