PRE-SOLICITATION NOTICE The National Institute on Diabetes and Digestive and Kidney Diseases, National Institutes of Health, has a requirement to obtain and analyze data about urologic diseases in America. The burden of urologic diseases on the American public is immense in both human and financial terms, and it remains largely unquantified. Urologic diseases encompass a wide scope of illnesses of the genitourinary tract, including conditions that are congenital and acquired, malignant and benign, male and female, medical and surgical. They can occur at any point in the course of human development, from pre-natal hydronephrosis in utero to incontinence in the elderly. They may be acute and self-limited or chronic and debilitating, may primarily affect quality or quantity of life, and may be financially insignificant or catastrophic. Various government and non-government agencies in the United States maintain a patchwork of population-based studies, observational cohorts, national interview surveys, reviews of physician practice patterns, hospital system databases, regional cancer registries, state health department health information systems, and federal, state, and private insurance claims-based data sets that can provide useful health statistics. These sources contain a wealth of epidemiologic and health services information about health care costs, access, and quality, as well as trends in the diagnosis and management of urologic diseases; however, these information sources have remained largely untapped. The NIDDK initiated the Urologic Diseases in America (UDA) project to delineate the changes in the epidemiology, health economic impact, and practice patterns for the diseases currently included within the scope of practice of the specialty of urology, analyzed retrospectively over a ten-year period. The UDA Compendium consists of data tables annotated in chapters that amplify the data analyses. The scope of the project shall include: a comprehensive assessment of previous UDA accomplishments and unmet needs; identification of databases available for data acquisition, assessment of available data bases for adequacy to complete the project, and data collection and data interpretation for all benign urologic diseases which fall within the scope of practice of the urologist including, but not limited to, diseases of the prostate (including prostatitis and lower urinary tract symptoms), urolithiasis, urinary tract infections, bladder dysfunctions (including interstitial cystitis, painful bladder symptoms, pediatric urology, infertility and male reproduction), and sexual dysfunction (including erectile dysfunction). In addition, the contractor shall specify the areas for which there is not adequate or reliable data for evaluation, and/or the limitations inherent in the evaluation. Data bases to be accessed may be from federal, state and local governments, health care provider organizations, and industry. Secondary data collected shall be from the most current data files available. Data shall be analyzed from the most current data sets available and retrospectively for a ten-year period (when possible).

The tasks to be performed are to: identify, assess, collect, analyze, verify and collate current data on all benign urologic diseases; develop a set of procedures to facilitate periodic updates of the data for subsequent years; establish a mechanism for data accessibility for future designated special studies and projects; establish a mechanism whereby interested persons can apply for and receive data analyses and writing assistance for specific projects; and prepare the data analyses in a format acceptable for incorporation into narrative chapters designed for dissemination to both health care professionals and patient oriented audiences. Also, the contractor shall arrange, in consultation with the NIDDK, two information dissemination and analysis workshops, and shall publish one update of the UDA Compendium.

A cost-reimbursement type contract using NAICS code 541712 -- Research and Development in the Physical, Engineering, and Life Sciences (except Biotechnology), is contemplated. NLM intends to award a five year contract beginning on or about July 1, 2012. FAR Part 15 procedures will be used to compete this procurement with full and open competition. The Request for Proposals is expected to be released on or about December 15, 2011 at the FedBizOpps website.
