This is a competitive 100% Small Business Set-aside Request for Quotation (RFQ). The acquisition is subject to the North American Industry Classification System (NAICS) code of 561740 with a size standard of $5.0M. This acquisition will be handled as a commercial item acquisition prepared in accordance with Federal Acquisition Regulation (FAR) Subparts 12 and 13. A firm-fixed price contract award for a base year plus four option years is contemplated.This project consists of furnishing all necessary labor, supervision, materials, licenses, permits, insurance, transportation, and equipment necessary to clean carpets in Western Area Power Administration, Desert Southwest Region s Phoenix facility (approximately 67,375 square feet). The contractor shall only perform the work on Saturdays and/or Sundays between the hours of 7:00am-4:00pm local time. The contractor shall use steam cleaning method with use of chemicals that are safe for use with the carpet located at this facility, contractor shall ensure that the chemicals used will not damage or discolor the carpet. The facility has many cubicles and offices, the contractor shall clean all carpet surfaces that can be accessed to include moving chairs and waste baskets and replacing them to their original position. The cleaning of the carpets will be performed on an annual basis for the majority of the areas (60,000 square feet). The lobby, conference rooms, and kitchen a reas (approximately 7,500 square feet) will be cleaned quarterly. The performance period of this contract will be one year plus four option years from the time of award. The place of performance is Phoenix, AZ.

The solicitation, performance work statement, and any subsequent amendments will only be available in electronic format, downloadable from the internet free of charge. No CD-ROMS or hardcopy documents will be distributed. Interested parties can download the solicitation at http://www.fbo.gov on or about February 10, 2014.
