The judge rejected both claims, however.
Kendall said he had not spoken yet with Whipple-Lue about the rulings, but isn't planning an appeal. He asked the judge for a certificate of immediate review during the hearing, which would have expedited an appeal, but that also was denied.
Kendall said there aren't any current restrictions on Whipple-Lue on how she performs her duties as mayor.
