Delegata and CDI Receive National Best Fit Award for Modernization in Licensing, Finance, and Administration
SACRAMENTO, Calif.--(BUSINESS WIRE)-- The National Best Fit Integrator Award for Modernization in Licensing, Finance, and Administration was awarded to Delegata at the 2010 State & Local Government Industry Summit in Rockport, Maine. Presented annually by the Center for Digital Government, the National Best Fit Integrator Awards recognize the contributions of private sector companies through nominations from their government partners. A leading management, transformation, and technology consulting firm, Delegata, was awarded for the Online Assistance System for Insurer Submittals (OASIS) in partnership with the California Department of Insurance (CDI).
CDI is the largest consumer protection agency in the United States and regulates the fourth largest insurance market in the world. “Efficiency, productivity and innovation were key elements that led to this effort,” said Insurance Commissioner Steve Poizner. “Enabling insurance companies to submit applications and make payments online not only enhances CDI’s services but also increases the efficient use of state resources. This award is a testament to how to effectively streamline government.”
CDI partnered with Delegata to architect, design, develop, and implement OASIS - an online web-based business transaction and payment portal. CDI regulates over 1500 insurance companies and over 300,000 agents and brokers. The annual submittal of financial statements and applications was hampered by a paper based process that caused inefficiencies, inaccuracies and escalating storage and space costs.
Delegata contributed its expertise and knowledge of enterprise architecture, web-services, custom application development and project management best practices to develop OASIS and assisted CDI with the systems configuration, installation, testing, and deployment. Christie Borchin, CDI’s Chief Information Officer stated, “This engagement serves as an example of a collaborative project that combined the efforts of industry and government to provide a solution that benefits all.”
OASIS enables CDI to accept web-based delivery of insurers’ applications, credit card payments, in-house online sharing & processing of documents, and electronic workflows. The solution eliminates issues related to paper flow and manual processes leading to quick, efficient review cycles. The result is increased accuracy, fewer lost documents, elimination of thousands of pounds of paper, and reduced physical storage space and costs.
Delegata utilized its Insourcing approach and partnered with CDI to conduct thorough transfer of knowledge and ownership, so that new processes and systems were effectively integrated and managed by the CDI team. “We are very proud of this national award and honored to partner with CDI on such a transformative effort,” stated Delegata CEO & President, Kais Menoufy. “This project provides the foundation for future automation and is already providing substantial cost savings. It’s a win-win for both the consumer and for the state,” stated Menoufy. Since February of this year, over 23,000 financial filing documents have been received electronically by CDI, saving an estimated 1 million sheets of paper.
