This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13, as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation numberhhsnccopc 14-015028 is being issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisitions Circular 2005-74 dated July 1, 2014. The full text of the Federal Acquisition Regulation (FAR) and Health and Human Services Acquisition Regulation Supplement (HHSAR) can be accessed via the Internet at http://farsite.hill.af.mil/vffara.htm (FAR) and http://farsite.hill.af.mil/vfhhsara.htm (HHSAR). This acquisition will be processed under Simplified Acquisition Procedures (SAP). All responsible sources may submit an offer that will be considered by this agency. Background The mission of the National Institutes of Health (NIH) is to uncover new knowledge that will lead to better health for everyone. The NIH accomplishes that mission by conducting research in its own laboratories; supporting the research of non-Federal scientists in universities, medical schools, hospitals, and research institutions throughout the country and abroad; helping in the training of research investigators; and fostering communication of biomedical information.

The NIH Clinical Center (CC) is a 234-bed federally funded, biomedical research hospital located on the NIH campus in Bethesda, Maryland. The Clinical Center is the delivery setting for all NIH intramural clinical research protocols. The hospital complex consists of two main facilities that are connected to each other by "bridges". The original 14-story building is 2.5 million square feet and continues to house the clinical laboratories, imaging sciences, surgical suites, and several outpatient clinics. The 870,000 square foot facility houses inpatient units and day hospitals. The Clinical Center accounts for about half of all NIH-funded clinical research beds in the United States and accommodates about 7,000 inpatient and 70,000 outpatient visits a year. Patients are admitted to the NIH Clinical Center from all over the world for the sole purpose of participating in a clinical research protocol.

The Department of Radiology and Imaging Sciences (RAD&IS) provides imaging services to the CC patients who participate in research protocols conducted by the various NIH institutes. Imaging services include X-rays, fluoroscopy, mammography, ultrasound, magnetic resonance imaging (MRI) scans, computed tomography (CT) scans and interventional radiology (special procedures). Diagnostic services in ultrasound, digital mammography, positron emission tomography/computed tomography (PET/CT), and nuclear medicine are also provided. All these diagnostic modalities generate clinical diagnostic images that are sent to and archived on the RAD&IS's Picture Archiving and Communication System (PACS). The departmental radiologists review the diagnostic images and dictate clinical findings using a Voice Recognition system (VRS). The findings are saved in reports which are stored in the RAD&IS's Radiology Information System (RIS) and forwarded to the Clinical Research Information System or the Clinical Center's Hospital Information System (CRIS).

Purpose

This request is for the purchase a replacement tape archive system for the PACS. The PACS stores approximately 1TB of clinical diagnostic images to disk each month. The image data is replicated on a back up clinical diagnostic images storage system and then sent to tape. The tapes thus serve as a third copy of this clinical data and are stored off site. The tape archive is a critical component of the PACS. The current tape archive was purchased in 2009 and is integrated with the soon to be retired Carestream version 11.3 PACS. An upgrade of the PACS to Carestream's latest PACS software version, version 12 (V12), is in progress. A new tape archive is needed to support the updated V12 PACS.

Scope

The vender is to provide a tape archive system compatible with the Carestream PACS V12. The tape archive system must include an HP MSL2024 24 slot tape library with two LTO-5 tape drives, 24 LTO Gen 5 tape cartridges, a cleaning tape, an HP DL320 G8 4 core 8GB windows 2012R2 rack mount server, two Carestream archive agent licenses (one 2 cpu server license and one addition tape drive license) installation project management and full technical support.

The Clinical Center anticipates delivery of items stated in the SOW to occur between the above performance dates.

Delivery Location, Schedule, and Instructions

Shipment of deliverable items specified in the Scope of Work shall be delivered to the National Institutes of Health, Clinical Center within forty five (45) calendar days after receipt of Purchase Order. The delivery must be noted as an inside delivery to the address listed below.

Inspection and Acceptance Criteria

The items listed in the scope of this document must be received and in full working order to be accepted as final by the Clinical Center.

Contracting Officer's Representative The following Contracting Officer Representative (COR) will represent the Government for the purpose of this contract: To be determined at the time of award. The COR is responsible for: (1) monitoring the Contractor's technical progress, including the surveillance and assessment of performance and recommending to the Contracting Officer changes in requirements; (2) interpreting the statement of work and any other technical performance requirements; (3) performing technical evaluation as required; (4) performing technical inspections and acceptances required by this contract; and (5) assisting in the resolution of technical problems encountered during performance. The Contracting Officer is the only person with authority to act as agent of the Government under this contract. Only the Contracting Officer has authority to: (1) direct or negotiate any changes in the statement of work; (2) modify or extend the period of performance; (3) change the delivery schedule; (4) authorize reimbursement to the Contractor for any costs incurred during the performance of this contract; or (5) otherwise change any terms and conditions of this contract.The Government may unilaterally change its COR designation. Interested Offerors may submit quotations electronically to this notice no later than 3:00p.m. (EST)August 20, 2014. Questions regarding this combined synopsis/solicitation must be received in writing by this office no later than Augus t21, 2014. Offerors may submit a completed FAR 52.212-3, or cite their Representations and Certifications on SAM.gov. The Government intends to make a single award based upon best value to the Government, technical and price factors considered. The anticipated award date for this requirement shall be on or before August 29, 2014. Facsimile submissions are not authorized and collect calls will not be accepted.
