CABLE TELEVISION AND WIFI SERVICES

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested, and a written solicitation will not be issued. Quotes shall reference VA246-14-Q-1112. This Request for Quote (RFQ) document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-76.

The Network Contracting Office 6 - SAO East intends to award a firm-fixed-price contract for cable TV for 149 cable television outlets, provision of business class internet service for 31 Wi-Fi Hot-Spots (Access Points) and 4 cable modems, and maintenance of all infrastructure and distribution equipment at the Fayetteville, North Carolina VA Medical Center and Wilmington Health Care Center (HCC), Wilmington, North Carolina. The intent is to award a 12 month base contract with four additional one-year option periods. The option periods may be exercised at the discretion of the Government.

The North American Industrial Classification System (NAICS) code for this procurement is 515210 with a small business size standard of $38.5 million. All contractors must be registered in the System for Award Management (SAM) at https://www.sam.gov to be considered for an award of a federal contract. The record must be complete and not missing elements such as representations and certifications.

Questions concerning this solicitation shall be addressed to Kathryn Avent-Ortega, Contract Specialist, and e-mailed to [email protected]. All questions or inquires must be submitted in writing no later than 4:00 p.m. Eastern Standard Time on 26 August 2014. No phone calls will be accepted. Any amendments to this RFQ will be posted on the Federal Business Opportunities website.

The Government will award a contract resulting from this RFQ to the responsible contractor whose quote is the lowest price technically acceptable. Quotes are due by 4:00 PM Eastern Standard time on 4 September 2014. Quotes received after this date and time will be considered late in accordance with 52.212-1(f) and will not be evaluated. Quotes shall be submitted via e-mail to [email protected].

The Contractor shall provide all equipment and services necessary to provide Cable TV and WIFI services to all patient areas at the Department of Veterans Affairs Medical Center, Fayetteville, NC and Wilmington Health Care Center (HCC), Wilmington, NC in accordance with all terms and conditions herein. Offers shall propose prices for all of the following Contract Line Item Numbers:

The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 15 days of contract expiration.

a) The Government may extend the term of this contract by written notice to the Contractor within no later than 15 days before contract expiration; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 30 days before the contract expires. The preliminary notice does not commit the Government to an extension.

(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.

(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed five years.

The Government will award a firm fixed priced contract to the responsible contractor who provides the lowest evaluated price meeting or exceeding the technical acceptability standards. The following shall be used to evaluate technical acceptability:

1. Offeror shall provide firms' technical approach in providing cable television and WIFI services in sufficient detail to evaluate compliance with the requirements in the Performance Work Statement. This may include product literature, or other documents, if necessary.

2. Offeror shall demonstrate firms' ability to maintain equipment upgrades, part replacements, testing, and protocols in accordance with section 4.0 Parts of the Performance Work Statement.

3. Past performance will be evaluated IAW FAR 9.104-1. The Government may obtain past performance information from any source and is not limited to the information provided by the contractor.
