GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR:

BACKGROUND The Department of State'sBureau for International Narcotics and Law Enforcement Affairs (INL) is responsible for the development, supervision, coordination, and implementation of international narcotics control assistance activities and international criminal justice issues for the Department of State. INL Office of Western Hemisphere Programs (INL/WHP) is responsible for justice and anti-narcotics programs in Latin America and the Caribbean. INL/WHP provides policy guidance and develops, executes, and monitors programs to address the full range of criminal justice issues as they relate to international development.

This position is located in the Department of State, Bureau for International Narcotics and Law Enforcement Affairs (INL), Bogota, Colombia. The INL Aviation Unit (INL/AU) Logistics and Facilities Advisor provides logistics support, facilities maintenance, contract implementation, direction, and oversight in support of the Plan Colombia Helicopter Program (PCHP), Counterdrug Brigade, and Aerial Eradication Programs. Manages the largest section in INL and coordinates with US Embassy officials, US Department of Defense, Colombian Military Forces, Colombian National Police, aviation support services contractors, and other agencies. The Advisor plans, executes, and evaluates logistics facilities maintenance, and construction requirements in support of the Department of State eradication, interdiction and nationalization plans. He/she evaluates logistical effectiveness of in-country Department of State eradication and interdiction operations ensuring all programs retain requisite operational and logistical fluidity. The Advisor supervises and evaluates assigned locally employed staff (LES) and third party contractor performance, monitors use of Government Furnished Property (GFP) and oversees the logistics support of these efforts. The Advisor serves as Government Technical Monitor for the institutional aviation support services contractor. The Advisor is also responsible for large hanger facilities at the main base and 10 major forward operating locations throughout Colombia.

RELATIONSHIP INL Aviation Unit Logistics and Facilities Advisor position reports to INL/ Aviation Unit Senior Aviation Advisor and directly assists the INL Management Officer to oversee all logistics and facilities maintenance operations for the INL Aviation Unit supporting Aerial Eradication, Counterdrug Brigade and PCHP programs.

DUTIES AND RESPONSIBILITIES MANAGEMENT AND ADMINISTRATION * Responsible for planning and coordinating the execution of all workload and activities associated with the INL/AU Logistics and Facilities Maintenance Section. * Develop weekly, monthly and yearly work plans (in the form of work orders) for the section and supervise their efficient completion. * Monitor the work activity of a diverse staff of approximately four locally employed staff (LES) and 46 third party contractors assigned to the INL/AU Logistics and Facilities Maintenance Section. * Consolidate project activities and provide input to the annual INL Acquisition Plan. * Perform at least monthly quality assurance evaluation site visits to ensure INL/AU Logistics and Facilities Maintenance Section personnel and vendors are performing work in accordance with pre-established standards. * Review and approve time sheets, travel orders/vouchers, leave, maintenance work orders, and validate over 400 purchase requests, and over $20 million of procurement annually. * Provide budget planning advice and propose recommended logistics personnel and resources allocation, in order to support U.S. nationalization and budget constraints. * Provide advice and assist the Colombian Military Forces and Colombian National Police with aviation and ground logistics related training. * Submit weekly written reports of the Logistics and Facilities Maintenance Section performance and activities to the Senior Aviation Advisor and provide comprehensive quarterly contract performance reports to INL/A regarding aviation support services contractor performance. * Coordinate facilities preventive/corrective maintenance of all INL/AU government owned and government leased real property in multiple locations throughout Colombia. * Oversee the design, cost estimates, material purchase and delivery for multimillion dollar construction projects performed by the host nation and INL/AU special projects. * Maintain personal property accountability of over 10,000 items in the INL/AU property book and submit appropriate End Use Monitoring (EUM) reports on USG aviation and related equipment to the INL Director, INL EUM Officer, INL/A, and INL/LP as required.

SUPERVISION * Manage a widely dispersed local workforce of 50 host nation personnel. * Perform quality assurance evaluations on the work of contractor logistics personnel at several forward operating locations in remote and often hostile areas of the country. * Oversee contractors' performance to ensure repair parts are available for 15 DoS fixed wing aircraft assigned to the aerial eradication program.

LOGISTICS AND PROCUREMENT * Oversee the planning and coordinate the execution of ground and air transportation of non-aviation supplies, materials, and equipment required to support eradication operations at locations throughout Colombia. * Monitor the planning and coordinate execution of INL/AU property inventories and property management activities. * Validate technical requirements for all INL/AU purchases and ensure compliance with Federal Acquisition Regulations. * Oversee warehouse management activities at all forward operating locations to ensure DoS regulations and standard operating procedures are followed. * Ensure the INL/AU automated inventory management system is updated and able to provide current information on the status of over 10,000 items located throughout the country. * Provide oversight of over 100 fuels, materials, facilities maintenance and custodial services contracts employing host nation personnel throughout Colombia. * Serve as the INL/AU personal and real property administrator and serves as the INL/A in-country representative for all government furnished property while maintaining real property accountability at bases throughout Colombia.

INSTALLATIONS MAINTENANCE AND DEPLOYMENTS * Oversee installation maintenance planning, coordination, and execution of U.S. Government owned or leased facilities or facilities loaned by the host nation are maintained at an operational status. * Oversee the planning, coordination, and execution of at least 20 base activations and deactivations annually. * Monitor air and ground transportation of supplies, equipment, personnel, tools, and material required to support the base activation/deactivations and flying operations. * Perform quality assurance evaluation of electrical, plumbing, power generation, and other work performed by the deployment team. * Oversee the planning, design, and execution of multiple INL/AU construction and infrastructure projects performed by the Facilities Maintenance Team; normally 10 at any given time. * Coordinate with INL/AU program managers, Colombian Military Forces, Colombian National Police, host nation civil authorities, and the INL/AU special projects office to ensure the projects meet user requirements. * Perform government technical monitor functions (when appointed by the contracting officer) and perform quality assurance evaluations to ensure compliance with contracted requirements. * Administer Indefinite Delivery Indefinite Quantity (IDIQ) contracts and BPAs for INL/AU services and supplies.

AVIATION SUPPLY MANAGEMENT * Conduct, at least, quarterly quality assurance evaluations to ensure contractor compliance with INL/A aviation supply/logistic standards in Colombia. * Oversee contractor management of over 30,000 aviation supply items (worth over $80 million dollars), stored in warehouses in Bogota, San Jose, Larandia, and other locations throughout Colombia. * Oversee contractor property management of over 13,000 pieces of aviation related equipment and aircraft (worth over $290 million dollars) located throughout Colombia. * Monitor contractor compliance with U.S. International Traffic in Arms Regulations (ITAR).

GROUND SUPPORT EQUIPMENT MAINTENANCE * Oversee U.S. Government owned Ground Support Equipment (trucks, cars, forklifts, electrical power generators, and specialized equipment) usage, maintenance planning, coordination, and requirements for a fleet over 120 vehicles and ground support equipment located throughout the country. * Perform quality assurance evaluations of work performed by a seven person GSE maintenance team. * Maintain bench stock and inventory control, oversee outsourced repairs, complete procurement actions for repairs and services for the entire fleet to include.

POLICY AND PLANNING * Plan and assign work based on priorities, difficulty of assignments, and capabilities of employees. * Give advice and instructions and train employees in areas related to logistics, facilities maintenance, and small project management. * Identify developmental and training needs, find ways to improve the quality of work and develop overall performance standards for Colombian Military Forces, Colombian National Police, and contractor personnel. * Develop concepts and plans to transition logistics and facilities responsibilities to host nation in accordance with U.S. Embassy nationalization goals.

COMPLEXITY This position involves analyzing, assessing, planning, organizing and implementing of complex counter-narcotics aviation operations. The Advisor must understand DoS, INL programmatic, and the functioning of the U.S. Embassy. The Advisor must cultivate and maintain a cordial and professional relationship with personnel of all grades belonging to the INL Aviation Unit while coordinating sensitive, complex issues affecting aviation operations and maintenance.

SCOPE AND EFFECTIVENESS The Advisor will perform broad and extensive duties spanning the full range of aviation operations in support of the aviation mission. The Advisor will coordinate issues with a wide range of embassy and host-nation officials.

PERSONAL contactS The Advisor is expected to maintain close working relationships within the US Embassy, the Aviation Unit and other USG officials. The position requires good interpersonal skills and the ability to form cooperative relationships, articulate positions clearly, and persuade interlocutors.

MINIMUM QUALIFICATION * Must be a U.S. citizen, and able to obtain/maintain a Department of State Secret Security and medical clearance * An undergraduate degree from an accredited college or university. * Minimum seven years (7) of experience, civilian or military, in program administration, program management and/or oversight of large operations. * A minimum of five years (5) supervisory experience. * Demonstrated success in organizational management. * Demonstrated experience in logistics, contracting, inventory management, shipping, supply chain management and/or related fields. * Demonstrated experience in managing environmental compliance. * Ability to read, write, and speak the Spanish language at the technical and conversational DPLT 3/3 level * Expert knowledge of standard office administrative procedures, internal control methods and concepts, standard industry or government management practices and procedures. * Good knowledge of the U.S. Federal Acquisition Regulations (FAR) and military or civilian contract administration procedures or equivalent experience in private sector contract administration. * Ability to plan, organize and set priorities in a fluid environment. * Ability to manage the work of a large staff while addressing multiple high-priority tasks as well as reacting quickly and appropriately to changing priorities. * Strong interpersonal skills required to work positively and effectively with a diverse group of seniors, subordinates, peers and host nation counterparts. * Excellent oral and written communication skills. * Proficient in MS Office suite. * Able to complete the FSI Contracting Officer's Representative (COR) course within the first 120 days of assignment successfully through FSI course PA-296 distance learning.

PREFERRED KNOWLEDGE AND SKILLS * Certification in logistics or program management. * Specialized training in supervision, logistics, contracting, inventory management, shipping, supply chain management, and/or related fields. * Prior experience in the oversight of small to medium construction or facilities maintenance projects.

EVALUATION FACTORS Factor 1: Program Management (30 points) The demonstrated program management ability to plan, organize, and implement an international counternarcotics logistics and facilities maintenance program. This includes management of a multifaceted logistics and maintenance operations to include procurement, inventory control, supply, ground support equipment and forward operating location maintenance. These duties require extensive experience and expertise in program management and the ability to articulate and work with entities of multiple nationalities.

Factor 2: Contract Management & Oversight (30 points) Demonstrated ability to provide oversight, controls and manage a multi-million dollar procurement program that consists of contracting for fuels, materials, equipment, services, transportation, and resources to support requirements for a large, widely diverse, operation. Ability to oversee and manage facility design, market research, cost estimates, purchase requests, delivery, and controls for a wide variety of requirements. Demonstrated ability to provide oversight and controls for over 100 fuels, materials, facilities maintenance and custodial services contracts employing host nation personnel. Ability to oversee major contractor aviation logistics support programs consisting of over 30,000 line items of aircraft parts location in multiple locations

Factor 3: Operational Experience (20 points) Demonstrated experience in installation maintenance planning, coordination, and execution. Ability to plan, execute, and sustain the execution of at least 20 base activations and deactivations annually and base maintenance at over 10 operating locations spread across a country. Ability to prioritize, procure resources, and manage a workforce performing facilities maintenance at multiple locations simultaneously. Ability to manage personnel actions required for mission accomplishments. (20 Points)

Factor 4: Past Performance (20 points) Past performance of applicant's ability to perform under the contract. In conducting the evaluation, the Government reserves the right to utilize all evaluation information available at the time of evaluation, which is provided by applicant or obtained from other sources.

Pre-Award Ethical Responsibilities of PSC (JUN 2011) This solicitation may result in the award of one or more personal services contracts as defined in FAR 2.101. Prior to contract award, all offerors or quotes must advise the cognizant Contracting Officer if they have a personal conflict of interest, such as a financial conflict, that would prevent them from either meeting the requirements of the clause entitled, "Post-Award Ethical Responsibilities of Personal Services Contractors," or otherwise objectively performing their contractual duties upon contract award.

COMPENSATION For award, INL will negotiate for this contract based on the following: * Entry-level salary is at Step 1 of the grade range assigned to solicitation * Consideration given for experience relevant specifically to the solicitation requirements * Level and extent of experience dictates the salary level within the grade range
