GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR:
BACKGROUND
This position is located in the
RELATIONSHIP INL Aviation Unit Logistics and Facilities Advisor position reports to INL/ Aviation Unit Senior Aviation Advisor and directly assists the INL Management Officer to oversee all logistics and facilities maintenance operations for the INL Aviation Unit supporting Aerial Eradication,
DUTIES AND RESPONSIBILITIES MANAGEMENT AND ADMINISTRATION * Responsible for planning and coordinating the execution of all workload and activities associated with the INL/AU Logistics and Facilities Maintenance Section. * Develop weekly, monthly and yearly work plans (in the form of work orders) for the section and supervise their efficient completion. * Monitor the work activity of a diverse staff of approximately four locally employed staff (LES) and 46 third party contractors assigned to the INL/AU Logistics and Facilities Maintenance Section. * Consolidate project activities and provide input to the annual INL Acquisition Plan. * Perform at least monthly quality assurance evaluation site visits to ensure INL/AU Logistics and Facilities Maintenance Section personnel and vendors are performing work in accordance with pre-established standards. * Review and approve time sheets, travel orders/vouchers, leave, maintenance work orders, and validate over 400 purchase requests, and over
SUPERVISION * Manage a widely dispersed local workforce of 50 host nation personnel. * Perform quality assurance evaluations on the work of contractor logistics personnel at several forward operating locations in remote and often hostile areas of the country. * Oversee contractors' performance to ensure repair parts are available for 15 DoS fixed wing aircraft assigned to the aerial eradication program.
LOGISTICS AND PROCUREMENT * Oversee the planning and coordinate the execution of ground and air transportation of non-aviation supplies, materials, and equipment required to support eradication operations at locations throughout
INSTALLATIONS MAINTENANCE AND DEPLOYMENTS * Oversee installation maintenance planning, coordination, and execution of
AVIATION SUPPLY MANAGEMENT * Conduct, at least, quarterly quality assurance evaluations to ensure contractor compliance with INL/A aviation supply/logistic standards in
GROUND SUPPORT EQUIPMENT MAINTENANCE * Oversee U.S. Government owned Ground Support Equipment (trucks, cars, forklifts, electrical power generators, and specialized equipment) usage, maintenance planning, coordination, and requirements for a fleet over 120 vehicles and ground support equipment located throughout the country. * Perform quality assurance evaluations of work performed by a seven person GSE maintenance team. * Maintain bench stock and inventory control, oversee outsourced repairs, complete procurement actions for repairs and services for the entire fleet to include.
POLICY AND PLANNING * Plan and assign work based on priorities, difficulty of assignments, and capabilities of employees. * Give advice and instructions and train employees in areas related to logistics, facilities maintenance, and small project management. * Identify developmental and training needs, find ways to improve the quality of work and develop overall performance standards for Colombian Military Forces,
COMPLEXITY This position involves analyzing, assessing, planning, organizing and implementing of complex counter-narcotics aviation operations. The Advisor must understand DoS, INL programmatic, and the functioning of the
SCOPE AND EFFECTIVENESS The Advisor will perform broad and extensive duties spanning the full range of aviation operations in support of the aviation mission. The Advisor will coordinate issues with a wide range of embassy and host-nation officials.
PERSONAL contactS The Advisor is expected to maintain close working relationships within the
MINIMUM QUALIFICATION * Must be a U.S. citizen, and able to obtain/maintain a
PREFERRED KNOWLEDGE AND SKILLS * Certification in logistics or program management. * Specialized training in supervision, logistics, contracting, inventory management, shipping, supply chain management, and/or related fields. * Prior experience in the oversight of small to medium construction or facilities maintenance projects.
EVALUATION FACTORS Factor 1: Program Management (30 points) The demonstrated program management ability to plan, organize, and implement an international counternarcotics logistics and facilities maintenance program. This includes management of a multifaceted logistics and maintenance operations to include procurement, inventory control, supply, ground support equipment and forward operating location maintenance. These duties require extensive experience and expertise in program management and the ability to articulate and work with entities of multiple nationalities.
Factor 2: Contract Management & Oversight (30 points) Demonstrated ability to provide oversight, controls and manage a multi-million dollar procurement program that consists of contracting for fuels, materials, equipment, services, transportation, and resources to support requirements for a large, widely diverse, operation. Ability to oversee and manage facility design, market research, cost estimates, purchase requests, delivery, and controls for a wide variety of requirements. Demonstrated ability to provide oversight and controls for over 100 fuels, materials, facilities maintenance and custodial services contracts employing host nation personnel. Ability to oversee major contractor aviation logistics support programs consisting of over 30,000 line items of aircraft parts location in multiple locations
Factor 3: Operational Experience (20 points) Demonstrated experience in installation maintenance planning, coordination, and execution. Ability to plan, execute, and sustain the execution of at least 20 base activations and deactivations annually and base maintenance at over 10 operating locations spread across a country. Ability to prioritize, procure resources, and manage a workforce performing facilities maintenance at multiple locations simultaneously. Ability to manage personnel actions required for mission accomplishments. (20 Points)
Factor 4: Past Performance (20 points) Past performance of applicant's ability to perform under the contract. In conducting the evaluation, the Government reserves the right to utilize all evaluation information available at the time of evaluation, which is provided by applicant or obtained from other sources.

COMPENSATION For award, INL will negotiate for this contract based on the following: * Entry-level salary is at Step 1 of the grade range assigned to solicitation * Consideration given for experience relevant specifically to the solicitation requirements * Level and extent of experience dictates the salary level within the grade range
