A proposal will be determined non-responsive and ineligible for consideration unless all required documents and information are included in the submission. GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR: This position is located in the
Purpose: This personal services contract (PSC) provides a DNCO for the International Narcotics and Law Enforcement Affairs
The Officer serves as the eradication operations advisor to the NCO on all programmed and voluntary eradication matters and activities. Responsible for coordinating programmed eradication operations with Government of
Relationships: The DNCO works under the direct supervision of the NCO. The individual exercises wide latitude for independent action, initiating projects and executing approved new programs. The DNCO coordinates directly with CORAH, DEVIDA and the
Duties and Responsibilities: 1. Provide field-based security advice and field assessments.
2. Monitor day-to-day CORAH/CADA issues and activities. Review support plans, logistical requirements, and measures of effectiveness to ensure compliance with approved policy guidance.
3. Coordinate the CORAH/CADA program. Receive, evaluate, and process requests for travel, supplies, and equipment needed to support approved CORAH/CADA activities. Review vouchers submitted for liquidation of expense. Conduct regular liaison with CORAH/CADA to ensure proper use of training funds and other training to support CORAH/CADA. Monitor training needs, suggest training, and where appropriate, conduct training to enhance operational effectiveness and security. 5. Work with the NCO to develop and draft goals and objectives to be incorporated into an annual plan. Assist in the management of the project in furthering overall program objectives as outlined in the annual plan, and in performing continuing evaluations of progress towards meeting those objectives, including field observations of eradication and monitoring. Provide early notification to supervisor of potential problem areas.
6. Conduct on-site inspections to perform end-use monitoring and to ensure that program objectives are being met and that support is provided according to sound, professional management principles and practices meeting applicable USG regulatory standards, and to prevent waste, fraud, or abuse in the use of USG resources.
7. Review, evaluate, and process all CORAH/CADA travel requests. Review all receipts and vouchers submitted to liquidate expenses.

9. Conducts field-level liaison and coordination concerning eradication operations with officials of the host government and other USG agencies.
10. Oversees implementation of eradication plans and advises counterparts on efficient operational methodology. Evaluates effectiveness of those operations from the field, adapts plans, and redirects use of resources as required by changing situations.
11. Provides advice to counterparts during selection, installation and maintenance of forward base locations.
12. Develops organizational and procedural manuals to document and implement standardized procedures during eradication operations.

COMPENSATION For award, INL will negotiate for this contract based on the following: * Entry-level salary is at Step 1 of the grade range assigned to solicitation * Consideration given for experience relevant specifically to the solicitation requirements * Level and extent of experience dictates the salary level within the grade range
