City Council Candidate Arrested In Fraudulent Insurance Claim

Oct. 12--A 40-year-old Westside Jacksonville man running for City Council was arrested Wednesday on a charge of filing a fraudulent insurance claim after a false report of a carjacking, Florida Chief Financial Officer Jeff Atwater said.
Orlando Robles-Santana, who lives on Faulkner Circle, is listed as a Democrat running for the at-large Group 1 City Council seat, according to the Duval County Supervisor of Elections website. That council seat is currently held by Kimberly Daniels, who has filed for re-election, according to the website.
An investigation by the state Division of Insurance Fraud found that Robles-Santana reported his 2004 Jaguar sedan stolen after a carjacking by two men in a pickup truck. He filed a theft report with the Jacksonville Sheriff's Office, plus an insurance claim for reimbursement, Atwater said.
A year later, police found the Jaguar during a routine inspection of a local salvage yard where they were told Robles-Santana had asked him to watch after the vehicle while he was out of the country, according to state officials.
