By Lyra Fontaine, Pioneer Press, St. Paul, Minn.
McClatchy-Tribune Information Services

Oct. 19--Anoka County voters will go the polls Nov. 4 to decide on numerous candidates for municipal office.

Here's a roundup of information that candidates in competitive races provided to the Pioneer Press:

ANDOVER MAYOR

SHERI BUKKILA, 40

Education: Criminal justice, A.S.

Occupation: Law enforcement officer

Experience that qualifies you: I am a tenacious fact finder, who leads by example with an outgoing personality. Honesty is best. Acting mayor, Public Works Committee chair, Economic Development Authority board, Fire Relief Association trustee, Newsletter Committee past chair, previously employed as director of public and intergovernmental relations, Deputies association board member.

Change you would make: I would like to improve the quality of communications between residents, businesses and the council so everyone can participate. Continue to prioritize and fund necessary quality city services like roads, water quality, parks and public safety. I enjoying helping others succeed and navigating government to find solutions. We can work together.

Contact: 763-757-4808, email [email protected], www.sheribukkila.com

JULIE TRUDE

Education: JD, University of Minnesota Law School; bachelor's in economics and history, St. Olaf College

Occupation: Community volunteer using legal skills to benefit others.

Experience: Andover council member (2000-2014) and Andover volunteer (1997-present with youth, schools and church) during a time of tremendous population growth, new development and positive change. Leadership: Economic Development Authority vice president; QCTV Commission; Andover newsletter chair; past chair, Anoka-Hennepin Community Education Advisory Council; past chair, Board of Review; previous vice mayor; member, Minnesota State & Anoka County bar associations.

Change you would make: I would support using technology to improve customer service, communicate more effectively and become more efficient. Based on resident input, I support building more trails and recruiting family restaurants. I would not change Andover's character as a quiet, family-oriented community. I return calls and emails.

ANDOVER CITY COUNCIL

VAL HOLTHUS

Education: Bachelor's degree in social studies, College of St. Catherine; master's degree in administration and educational psychology, University of Minnesota

Occupation: Work study program coordinator, Andover High School

Experience: I am currently chairperson and serving my third term on the Andover Planning and Zoning Commission. Prior to this, I served six years on the Park and Recreation Commission. I also currently serve on the Minnesota DNR Citizen Budget Oversight Committee. In addition, I have served on several Andover city task forces.

Change you would make: Andover is a vibrant community that demands focused effort on improving transportation effectiveness. I will work hard to improve and promote transportation solutions with county and state officials. Increased business growth is a priority as well. I will continue to support business development and sustained growth.

Contact: 763-442-7667; email: [email protected]; Facebook: Val Holthus for Andover City Council

JAMES GOODRICH, 49

Education: Associate's degree in law enforcement, North Hennepin Community College

Occupation: 29-year veteran of the Hennepin County Sheriff's Office.

Experience: My last 10 years at the Hennepin County Sheriff's Office, I have been in management and have commanded several divisions. Been in charge of million dollar budgets. Worked with legislators in St. Paul changing statutes that improve our law enforcement and ultimately the citizens of Hennepin County that I serve.

Change you would make: I would be very intentional to keep government concentrating on what it's originally supposed to do: roads, infrastructure, police and fire. Thus, enhancing personal freedoms and liberties by keeping taxes low and not over-regulating economic growth. This will create more prosperity for those who live and work in Andover.

ANOKA CITY COUNCIL

Member, Presidents Cabinet, Boy Scouts of America; Eagle Scout. Anoka County Joint Law Enforcement Council.

Change you would make: Continuing to help run the city of Anoka in a fiscally conservative and responsible manner. Continuing to invest in streets and neighborhoods. Continuing to put non-tax-generating properties back onto the tax roles. Continuing to promote and enhance all the amazing resources within the city of Anoka borders, which make this such a unique and special place for people to live, or visit and shop in it's historic downtown.

Occupation: Self-employed remodeling contractor

Experience: I co-chaired a volunteer committee for six years serving Anoka. I served a partial term and a full five-year term on the Anoka HRA. I have attended and spoke at many municipal meetings.

Changes you would make: I would encourage the council to focus less on land speculation and more on roads. I would not back restaurants with tax dollars. I would advocate for more public disclosure of information (minutes) and more timely disclosure of packets. Anoka's current assessment policy for roads is unfair and unsustainable, and I will work to change it.

CARL ERNEST ANDERSON, 76, INCUMBENT

Change you would make: My city council has improved our streets and utility infrastructure as well as our parks and riverfront. We have provided for residential and commercial expansion, and for the last three years, we have cut taxes. This not the time for change on the Anoka City Council.

Change you would make: Blaine is a great community. From the wonderful people, to the quality neighborhoods, to the trails and parks, to world-class athletic facilities, Blaine is a fast-growing community with a wonderful future. My priority is to keep doing what we have been doing. It is working.

I'm passionate about problem solving with a background in healthcare finance and IT that's given me invaluable experience managing large budgets and being fiscally responsible.

Change you would make: I will work to help keep Blaine residents safe by ensuring that we have an adequately manned and supplied emergency response team. Second, I will advocate for businesses offering "living wage" employment for Blaine. The business growth will keep residential taxes reasonable and the economy sustainable for the future.

COON RAPIDS MAYOR

RON MANNING, 67

Education: Bachelor's and master's degrees, St. Cloud State University; postgraduate credits, University of Minnesota and St. Thomas University

I have developed a good working relationship with state and county officials, other city council members and Coon Rapids staff members. I have also learned a great deal about what the people of Coon Rapids want in their representatives.

Change you would make: My top priority will be to complete unfinished areas of development with high-quality projects. Bringing in more business and industrial development will also help to keep taxes in check. Coon Rapids has many outstanding qualities, which need to be marketed.

Change you would make: Connect all of the things that make us a community. I would leverage my relationships with community leaders, school officials, legislators, and others, to build better public-private partnerships, striving to make Coon Rapids a place people are excited to call home, and employers want to locate their companies.

COON RAPIDS CITY COUNCIL

WADE DEMMER, 36

Education: Bachelor's in computer engineering, Iowa State University; master's in business administration, University of Minnesota

Occupation: Medical device system engineer

Experience: As an engineer, part of my job is to talk to a wide variety of people, listen to what they need, listen to their ideas, and then make real products to help them. I believe that the ability to turn ideas into real solutions will be valuable on city council.

Change you would make: Coon Rapids is a great city and a wonderful place to raise a family. However, a large number of our residents commute to work, which is expensive, stressful and inefficient. I will work to attract employers that will bring full-time, middle-class jobs to our city.

Contact: 612-616-0900, [email protected], www.wadedemmer.com, http://www.facebook.com/wadedemmer

Experience: I have lived in Ward 5 for 44 years. Experience: Twice appointed as a manager on the Coon Creek Watershed District Board (past secretary, vice president, and acting president); past president of the criminal law section, Minnesota State Bar Association; homeowners association board. I understand budgets, fiscal planning, and have experience making hard choices.

Change you would make: The city must create a comprehensive economic development plan. Ad hoc improvements to Coon Rapids Boulevard will not solve our problems without a plan. The council must engage citizens, the county, the state, and local businesses and colleges to contribute to smart, financially responsible choices. I will help lead this effort.
