U.S. Customs and Border Protection (CBP) has a requirement for the removal of old and installation of new skirting panels in buildings 11621, 11622 and 11624 in accordance with the Statement of Work (SOW) dated April 3, 2014. This solicitation is being issued as a 100% Small Business Set-Aside. The NAICS code covering this procurement is 238330 and the Small Business Size Standard is $14.0M. The Davis-Bacon Act is applicable to this solicitation. The Place of Performance will be Customs and Border Protection, Canine Center El Paso, Bldg. 11617, Iron Soldiers Way, El Paso, TX 79916. Delivery/Installation Date will be coordinated with Project Manager within 30 calendar days after receipt of order. Award will be made on the basis of delivery time and lowest price technically acceptable. A bond is not required for this solicitation; however, proof of insurance is required before a Notice-To-Proceed will be issued. The vendor who is determined to have the lowest price will be evaluated to determine compliance with the requirements outlined in the attached specifications. In addition, the vendor shall include product warranty detail. Pricing should include shipping cost. The vendor selected for award MUST possess a valid System for Award Management (SAM) registration at http://www.sam.gov/ [www.sam.gov] and receive payment via Electronic Funds Transfer (EFT) as a condition on the contract. Registration in SAM requires a valid Dun and Bradstreet number (DUNS). Vendors do not need to register in SAM to provide a quote, however registration must be completed by the time the government is ready to make an award for this requirement.

A single site visit will be held at 9:00 A.M. MDT, June 6, 2014. In order to attend the site visit contractors must provide the following for each attendee (Maximum of Two Attendees/Contractor), no later than 1:00 P.M. MDT, Thursday, May 24, 2014:
