Homage names Allan Fisher as director of administration and strategy

Homage Senior Services has named Allan Fisher as its director of administration and strategy. With more than 35 years of experience in health insurance operations, including nearly two decades serving Washington's Medicaid and dual special needs populations, Fisher brings deep expertise in organizational infrastructure, compliance and strategic planning to the more than 50-year-old nonprofit, Homage said in a news release.

In this role, Fisher helps power an organization dedicated to helping older adults and people living with disabilities in Snohomish County age with dignity and independence. Homage serves more than 25,000 community members each year through programs spanning Meals on Wheels, transportation, mental health counseling, minor home repair and social connection. Fisher leads and integrates key enterprise functions, including finance, information technology, data analytics, compliance, risk management and strategic initiatives.

"He brings the kind of steady, systems-focused leadership that strengthens the foundation our programs are built on and ensures we can meet the needs of our community well into the future."

Fisher comes to Homage from UnitedHealthcare Community Plan of Washington, where he spent 13 years in progressively senior roles, ultimately serving as chief operating officer and interim chief executive officer of a health plan with more than $3 billion in annual revenue. As COO and executive director of UHC's dual special needs plan, he oversaw operations serving more than 250,000 Washington Apple Health clients and 70,000 Washingtonians with both Medicare and Medicaid coverage. He also served as a board member of three Accountable Communities of Health and played a key role in implementing Integrated Managed Care — the state's Medicaid behavioral health carve-in.

Prior to UHC, Fisher served as director of operations at Community Health Plan of Washington, where he led the health plan's transition to a new claims system and third-party administrator. He also held leadership roles at Premera Blue Cross, where he managed business analysis, system testing, and claims operations, and at PacifiCare Health Plans, where he led training, auditing, and production support through several major acquisitions.
