Question 7: Page 57 capabilities to "Manufacture parts with dimensions of up to 25 feet in length" None of the parts in this solicitation are anywhere near 25 feet in length, why would they require that Is it a typo Is it truly a requirement where not having that capability would cause our bid to be thrown out.
Answer 7: This particular order does not include materials that are 25 feet in length. It will not disqualify a company if they do not have this capability. The offeror should submit what techniques they use to handle materials of this size, or if outsourcing to a supplier, they should provide that information. Additionally, the offeror should present how they receive and ship items this large.
Question 8: Page 57 Capabilities to "Fabricate and assemble the majority of sheet metal parts in house". We do not fabricate sheet metal parts, however, we do have relationships with sheet metal fabricators that would not have any issues producing the sheet metal parts required in this solicitation. Does the government look adversely on bids that cannot produce the sheet metal parts in house
Answer 8: It is recommended that offerors propose any past performance data, processes, and any additional information about the business relationships their organization has with their suppliers. The Government will not look adversely on bids that cannot produce sheet metal parts in house; however, the Government will require seeing that capability if completed out of house. By showing that they have suppliers will show that they have the capability.
Question 9: The solicitation requires undefined in-house or subcontractor capabilities to support the GWS "rapid prototyping" and manufacturing/machining therefore to effective address these demands a description of the anticipated types of materials and specialized treatments or coatings is required to insure their inclusion within the proposal content.
Answer 9: The RMC assembly was designed to give offerors the ability to show manufacturing process capabilities; however, future requirements will be more comparable in scope and size of the Delivery Order 0001 (30mm
Question 10: The Offeror has submitted the requisite ISO 9001 and AS9100C certification to the PCO and received the information regarding the solicitation Attachments J.2 "Bid Sample Drawings" and J.3 "Technical Scenario/Delivery Order 001 Drawings" to be provided to the Offerors for completion to the proposal Section L instructions. However, within the Factor 1, Subfactor 2 content it states that ' ... after the Government has verified that the Offerors have met the mandatory requirement, the Offeror will receive a complete drawing package, assembly instructions, inspection criteria and delivery dates with in instructions ...', the Offeror has only received the drawing files. Please provide the remaining content to support a proposal development effort.
Answer 10: Everything is in the Technical Data Package (TDP) that offerors will need to build this TGM. Assembly instructions and inspection criteria are contained within the TDP.
Question 11: Confirm the "Approved Redline Drawing Revision in Work" note on the drawing package is the release and authorized configuration for the 30

Question 12: Provide the lead-time and delivery information for the GFE items within the drawing package;

Answer 14: To the Government's knowledge, as of last drawing review (which was held weeks ago) there are no obsolescent parts within this drawing package. The procured items have already been ordered and are at the Government's facilities. For this order, the Government will install those components once the
Question 15: Confirm that the initial delivery is require 90 days after receipt of order and if correct will an authorization to procure long-lead items be granted in advance of the order award
Answer 15: Confirmed on 90 days after receipt of order. Long lead time items would be called out by an awarded contractor
Question 16: The solicitation identifies CDRLs A001, A002, A003 and A004 in the Section C.6 Project Reporting content. The solicitation contains only CDRL A001, therefore, please provide the omitted CDRLs and update the solicitation.
