AN INFRASTRUCTURE BUFFET

To Meet Temporary Facility Needs, Deployed Resources Serves Up a Buffet of Cost-Effective Solutions

Until Deployed Resources arrived on the scene, Reservists from the Army Medical Department conducting field training exercises at Camp Bullis in Texas took cold showers using water bags hung from a tree branch.

Hot showers in containerized shower units supplied by the company brought a welcomed relief and a surge in morale over the 21-day training period.

"In the exercises before we were there, the morale of that rotating unit was not the highest, and training was impacted," said Vic DeMasi, a project manager with Deployed Resources who oversees the Camp Bullis installation at Fort Sam Houston. "Hygiene wasn't appropriate, and [it] affected their morale. Morale has now improved, which in turn improves the end result of the training."

Providing a simple and cost-effective solution to an infrastructure problem is the hallmark of Deployed Resources, a small, veteran-owned company headquartered in Rome, N.Y. The company manufactures equipment certified to ISO (International Standards Organization) standards for the temporary facility needs of military, civilian, and entertainment users. It might be a small project, such as the shower units for Camp Bullis, or a fully functioning base camp such as the one erected in Brooklyn for the New York National Guard in support of its Hurricane Sandy rescue and recovery operations. Deployed Resources keeps staff on-site to operate, clean, and maintain its structures so the customer never has to worry about them. For long-term contracts, equipment is upgraded as the company improves its manufactured products.

"When we are in the field, we are constantly updating these units," Mr. DeMasi said. "When we design new units with a new way of doing things, we ship down a replacement at no cost to the government. We want to be proper stewards of our assets."

Multiple Structures

Its Camp Bullis business model is just one way Deployed Resources provides cost-effective products and services. With many short-term requirements over a long period, this concept provides service continuity and drastically reduces costs and administrative workload. One contract can be awarded and the rental turned on and off as the schedule warrants. The company mobilizes and manages the structures and equipment and keeps them on-site and maintained throughout the duration of the contract, even though they aren't always in use. The government uses operations and maintenance funding to lease the equipment six to seven times a year for training exercises.

"While not in use, the equipment remains on-site awaiting the next scheduled training, and is turned back on a few days before the training begins," Deployed Resources business development manager Richard Cheek explained. "The annual rental rate is drastically reduced by the customer only paying for the days they actually use the equipment, and they do not have to do a new contract or pay for transportation multiple times per year. With the equipment on-site and an active contract in place, the customer can also immediately take on additional training missions with ease."

Deployed Resources used this model for a long-term rental at Fort Bliss, Texas, with an unexpected twist. Instead of renewing the lease when it was up, the government bought the units, paying a fraction of the $20 million or so that it would have cost to build a brick-and-mortar structure and purchase the showers, toilets, laundry machines, sinks, and two kitchens that were needed. All the equipment was upgraded and ISO-certified, Mr. DeMasi said.

"The life cycle of the equipment they were buying was determined by our project managers and government engineers to be 100 percent, based on our constant maintenance program," he said.

Because the company manufactures and controls the use of its own equipment, it can meet a customer's needs in the most cost-efficient way possible. At Camp Mackall in North Carolina, for example, Deployed Resources provides equipment and staff support year-round for an active Army and Reserve civil affairs and military information support group training installation. It provides a realistic setup for what the Soldiers would experience in the field. The temporary facilities will likely remain in place until the government is able to fund a more permanent solution with military construction money.

At Camp Ripley in Minnesota, Deployed Resources set up temporary housing, dining facilities and food service, showers, restrooms, laundry and linen service, a heating and air conditioning unit, water and wastewater management, power, and fuel delivery for mobilization training exercises for two Minnesota and Iowa National Guard brigades. As the exercises were scheduled back to back, the first unit paid for the mobilization costs of the equipment; the second paid for the demobilization costs. By leaving the equipment in place between exercises, the government saved 40 percent of its $7 million budget.

One Go-to Company

Even though each installation or camp may be different, Deployed Resources can tailor its services to whatever infrastructure support is needed by the user-a fact that can save customers the headache of dealing with multiple vendors and trying to figure out who to go to if something goes wrong.

"We are a one-stop shop," Deployed Resources project manager Patty Twentyfive said. "You have one contract, and just me, and anything you need, you come to me. We'll figure it out and get it fixed, and that means a layer off the military that they don't have to worry about."

Indeed, the customer feedback she gets most frequently is that they wished they had used Deployed Resources for everything and had had only one point of contact.

Government contracting officers often don't realize the range of options offered through Deployed Resources' GSA schedule, or-because they don't work in the field-don't understand some of the basic work that has to take place, she said.

"You might need to put grounding rods into the ground," Ms. Twentyfive explained, "and people training might not consider there could be underground wires or there might be a water line. We're going to get with the installation and ask for a map of that area so we'll know where to put stakes in the ground without hitting something. As the contractor, we think of those things, whereas the military unit training isn't going to."

New Initiative

Deployed Resources' project managers work from home within their multistate territories. The company saves additional overhead costs by conducting staff meetings via webcam services and keeping in contact via email and cell phone. Local employees and vendors are used to supply services such as power, water, waste management, food service, and maintenance. The company stores equipment across the continental United States, ensuring that it is never more than a 10-hour drive from any location. Even full-service base camps can be set up within 72 hours after a contract is executed.

Using operations and maintenance funding instead of military construction funding during budget cutbacks may help the military meet its infrastructure requirements in austere financial environments.

"As budget reductions cause government installations to mothball buildings and facilities, these temporary structures are an extremely cost-effective solution for annual or seasonal usage without the long-term cost and time commitment needed to turn on closed facilities," Mr. Cheek said.

A new initiative is underway to produce microcamps for special operations forces, who need small infrastructure to support units of 50 to 60 people in a more cost-effective way, Mr. Cheek said. "We are building scaled-down equipment that is more transportable, lighter, and tactical to support smaller units in the field," he said. The new equipment was scheduled to be ready this spring, k.

Northrop Grumman's MSV Expands Small Satellite Launch Capabilities

Battlefield commanders have long wanted satellites that can be assembled and launched rapidly. Now they have that capability with the plug-and-play Modular Space Vehicle (MSV) delivered Feb. 25 by Northrop Grumman Corporation.

The MSV is the first open-systems spacecraft bus that supports a top priority of launching smaller, less expensive satellites in a matter of weeks for short-term missions-a capability commonly referred to as "responsive space."

A Northrop Grumman-led team designed and built the MSV in 30 months under a task order valued at approximately $50 million. The company delivered the MSV to the Operationally Responsive Space Office at Kirtland Air Force Base, N.M., which leads U.S. military efforts to shorten satellite development time.

The MSV bus has the flexibility to operate in several orbits (low Earth, medium Earth, and geosynchronous); be launched from a variety of vehicles; accommodate payloads for radar imaging, missile warning, military communications, and weather missions; and perform in orbit anywhere from one to seven years-or more.

Rapid development capabilities and expertise developed under MSV have been incorporated into the company's Eagle line of spacecraft bus products as MSV/Eagle-lM.

SAIC Awarded Task Order

The U.S. Space and Naval Warfare Systems Center Atlantic has awarded SAIC a task order to provide a wide variety of support services for the Distributed Common Ground System-Marine Corps (DCGS-MC) Integrated Project Team. The single-award, cost-plus-fixed-fee task order has a one-year period of performance and a total contract value of more than $13 million if all options are exercised. The work will be performed in Charleston, S.C.

DCGS-MC links intelligence, surveillance, and reconnaissance systems to U.S. Marine Corps analysts and other military services to provide capabilities for enterprise search, content discovery, collaboration, and workflow management. Under this task order, SAIC will provide support for program management, production engineering, integrated logistics, technical data package development, and testing.

Boeing Maritime Surveillance Aircraft Demonstrator Completes 1st Flight

Boeing's Maritime Surveillance Aircraft (MSA) demonstrator recently completed its first flight to verify airworthiness, an important milestone toward providing a low-risk and cost-effective maritime surveillance solution designed for search and rescue, anti-piracy patrols, and coastal and border security.

Boeing teammate Field Aviation conducted the successful testing during a four-hour flight on Feb. 28 from Toronto'sPearson International Airport. Field Aviation modified the Bombardier Challenger 604 aircraft's structures and systems into the MSA configuration.

Once airworthiness flights are complete, the aircraft will fly to a Boeing facility in Seattle where the MSA mission systems will be installed and tested.

MSA uses proven technologies developed for Boeing's P-8A Poseidon program to provide multimission surveillance capabilities. Boeing achieved the first flight of the MSA demonstrator on an accelerated schedule due to rapid prototyping and lean manufacturing techniques by Boeing Phantom Works, the company's advanced technology organization, working closely with industry teammates.

Boeing has selected the Challenger 605 business jet as the MSA platform and will leverage Field Aviation's engineering and modification experience with the Challenger family of aircraft to modify the jet.

DoD Recognizes Oshkosh Defense for FMTV Engineering Achievements

The U.S. Department of Defense has recognized Oshkosh Defense with the 2013 Value Engineering Achievement Award for setting record levels of quality and cost savings for the U.S. Army's Family of Medium Tactical Vehicles (FMTV) program. The award honors organizations that have significantly reduced the product life-cycle costs while improving performance and reliability.

The U.S. Army TACOM Life Cycle Management Command nominated Oshkosh for the award based on the company's engineering improvements that led to $10.7 million in cost reductions for the FMTV program.
