INTENT TO AWARD SOLE SOURCE: The Centers for Medicare and Medicaid Services (CMS) intends to negotiate and award a sole source purchase order to SNL Financial LC, 1 Snl Plz, Charlottesville, VA 22902 for a project entitled "SNL Unlimited" which is for a one year license subscription for data access to SNL Financial. The sole source award will be made under the authority of 41 U.S.C. 235 ( C ) ( 1 ) as implemented by FAR6.302-1, Only One Responsible Source and No Other Supplies and Services Will Satisfy Agency Requirements. A justification and approval is currently being processed for this requirement. This requirement is intended as a sole source procurement because the SNL software license will be used to help CMS track the Marketplace premium stabilization programs, the financial stability of Marketplace, enrollment trends in Medicaid and the commercial market, and financial trends in Medicaid and Medicare Advantage. CMS REQUIREMENTS: The Office of Enterprise Data and Analytics (OEDA) benefits from this procurement because SNL Financial is the only source for this aggregated data in a useful format. Market research indicated that Bloomberg does not provide this data. All the data isn't publicly available. The National Association of Insurance Commissioners offers a proprietary database that requires a fee to access the financial statements of private health insurers. However, the NAIC database is not aggregated in a useful format and would require extremely labor intensive and time consuming work to produce the aggregate data. SNL is the only company that provides access to the data and does the work of aggregating it into a format that is useful to CMS.

NAICS CODES: The North American Industry Classification System (NAICS) is 519190 and the size standard is $6.0 million.
