Request for Information (RFI) Development and Delivery: Distance Learning One-Day Retirement Planning Seminar (Financial Planning/TSP and FSPS Annuity Benefits) The mission of the Career Transition Center is to support the efforts of US citizen employees of the Foreign Service and the Civil Service who are leaving the Department of State and foreign affairs employees from other agencies to transition from full-time government work to retirement.

The CTC offers four-day Retirement Planning Seminars and two-day Mid-Career Retirement Planning Seminars to help employees plan for the future and prepare for retirement.

CTC utilizes contract presenters who are subject matter experts and provide specific technical knowledge and experience or education, and reinforce information given by staff members. Speakers present lectures to our seminars. This RFI is to collect information and identify sources for the design and delivery of an additional CTC course: a one-day Retirement Planning Seminar, delivered via Distance Learning.

This Request for Information (RFI) is issued solely for information and planning purposes only and is not a Request for Proposals or Quotes (RFP or RFQ) or an obligation on the part of the Government to acquire any services. Responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. The Government reserves the right to determine how it should proceed as a result of this notice. Furthermore, those who respond to this RFI should not anticipate feedback with regard to its submission. The Government will not pay any cost incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the responding party's expense. The information provided in this RFI, including any draft document(s), is subject to change and is not binding on the Government. The Department of State, Foreign Service Institute is seeking information regarding the following services with required specifications. We also hope to identify vendors who can provide these services to the Government as potential contractors. Please carefully review the requirements and respond according to the directions below. Please review the attached "Distance Learning One-Day Retirement Planning Seminar (Financial Planning/TSP and FSPS Annuity Benefits) Draft Performance Work Statement and submit a capability statement (no more than five pages) in response. Please ensure responses include the following information:

1. Your company's approach/capabilities in response to the requirement as set forth in the Draft Performance Work Statement 2. Any follow on questions or feedback on elements of the Draft Performance Work Statement that were unclear. This feedback should be designed to assist the Government in improving and clarifying the Draft Performance Work Statement as it is currently written. 3. Notional cost estimates for delivery of this requirement. Please provide two estimates that are fully loaded firm fixed price session rates, for delivery of each of the two sessions that comprise the day long seminar Session 1:Financial Planning/TSP (3 hours) and Session 2: FSPS Annuity Benefits (3 hours). These rates should include any development costs. 4. Your company's DUNS number, business size, and other relevant classifications 5. Name of company 6. Business title 7. Institution or organization affiliation 8. Email address for RFI point of contact 9. Phone number for RFI point of contact 10. Entire submission shall be no more than five pages.

Do not include the following in the response: 1. Do not submit formal proposals or offers; 2. Do not submit requests to be considered for award or to be notified of a future solicitation; 3. Do not submit requests to be added to a mailing or distribution list; 4. Do not submit questions or comments not related to this RFI; 5. Do not respond via telephone.
