Sen. Baldwin Introduces Amendment to Prohibit ACA Repeal from Increasing Deficit

Baldwin's amendment would restore the "Conrad rule" prohibiting reconciliation legislation from increasing the deficit within the ten-year budget window. This rule, named after former Senate Budget Committee Chairman
