This pre-solicitation notice does not commit the Government to the issuance of a solicitation or award of a contract. No paper copies of the solicitation will be available. No phone calls or facsimile transmissions will be accepted. A single award IDIQ contract award is anticipated. Award will be based on best value using trade-offs. The purpose of the contract is to facilitate a property owner's insurance agent obtaining flood insurance for their client, the home owner, directly from the government rather than through a WYO company. The Offeror shall issue, renew, and service NFIP Flood Insurance Polices directly for the Federal Government. "Direct" servicing of flood insurance policies includes:
* Collecting premiums; * Adjusting and settling claims; * Disseminating NFIP flood insurance information to the policyholders and the public; * Supporting adjuster and underwriting activities; * Re-inspecting flood insurance claims, and * Establishing field offices after flood events.
The contractor shall provide all support services as identified in the DRAFT statement of objectives (SOO).
