Marsh was a medical billing professional who submitted false claims to two employer-provided health insurance plans for chiropractic services that were never provided. Marsh, who worked for the chiropractors at issue, falsely claimed that various individuals with employer-provided health insurance had incurred out-of-network medical costs, causing the insurance plans to issue reimbursement checks to the individual employees.
