Man, woman each paid $250,000 in police encounter; Holly Hill, Santee sued after incident [The Times and Democrat, Orangeburg, S.C.]

Apr. 22—South Carolina's Insurance Reserve Fund has paid a man and woman each $250,000 as a settlement following an encounter with police outside of Holly Hill on Aug. 2, 2020, according to Rep. Justin T. Bamberg.

Bamberg has claimed that three police officers — two from Holly Hill and one from Santee — went to the residence of Shane Glover and Codie Fuller and forced them out their home at gunpoint. Bamberg represents Glover and Fuller.

Bamberg said the officers weren't within their proper jurisdictions, didn't have any warrants and didn't have any reason to detain Glover and Fuller or point weapons at them when the officers arrived at their shared residence at 2:30 a.m.

Glover and Fuller were freed from their handcuffs after approximately 20 minutes, Bamberg said.

Bamberg alleges the situation stems from a 911 call Glover made around 9 p.m. Aug. 1, 2020.

Glover was riding through Holly Hill when he drove by a gas station and saw a certain Holly Hill police officer.

Bamberg maintains that Glover called 911 to tell dispatchers that he was going to "roll up" on the officer at the gas station and didn't want there to be any trouble between him and the officer.

Glover believed the officer had "inappropriate personal conversations" with Fuller and others asking about why she was dating him and about puppies he owned, Bamberg said.

By the time Glover reached the gas station to speak with the Holly Hill officer, the officer was gone.

Hours later, the officer and two others allegedly went to the home shared by Glover and Fuller.

Bamberg provided news media with videos that he claims are from the dashboard and body cameras of the three officers.

In a portion of one video, Glover asked an officer, "What would you like to know about me, sir?"

"I would like to know if you have puppies," the officer answers.

In another video, Glover explains why he called 911 hours earlier.

"I called 911 and had them on the phone and she asked me if I needed help. I said, 'No.' I was going to stop because I seen him up there when I passed through. I was going to stop and ask him what's the problem between me and him," Glover said.

An officer allegedly told Glover that saying "roll up" was a "threat."

"I was about to roll up on him at the store," Glover said. "It wasn't no threat, sir."

Bamberg explained the officer could have called a judge and gotten a warrant for threatening a public official, but that wasn't done, he said.

Later in the morning, Glover called the Orangeburg County Sheriff's Office to ask why officers came to his home, Bamberg said.

The sheriff's office told Glover that they didn't send deputies to the home, according to Bamberg.

The Orangeburg County Sheriff's Office called the S.C. Law Enforcement Division to investigate Glover's claims, SLED Director of Public Information Renée Wunderlich and Bamberg confirmed.

Glover and Fuller sued the towns of Santee and Holly Hill.

The officers were not personally sued and weren't charged.

The three accused officers no longer work for the Holly Hill or Santee police departments.

The S.C. Insurance Reserve Fund paid the total $500,000 settlement.
