Heartland Institute, National Tax Limitation Committee Release ‘Roadmap for the 21st Century’

The Heartland Institute today released the first three parts of a multi-part series titled Roadmap for the 21st Century, researched and written by Heartland Institute Senior Fellow Peter Ferrara and National Tax Limitation Committee President Lewis Uhler. The timely series provides the incoming Trump administration, the 115th Congress, and every state legislator free-market reform solutions that Heartland and the National Tax Limitation Committee believes will promote prosperity, harmony, and justice across America.

The first three parts – titled Introduction, Budget & Tax Reform, and Health Care Reform – can be viewed at this Heartland Institute web page. Subsequent parts will be released throughout December.

The Introduction gives readers an overview of the entire series. The Budget & Tax Reform document analyzes the current stagnant state of economic growth due to federal tax policy; examines several reform ideas proposed in Congress, including the plan put forth by House Speaker Paul Ryan and various flat tax proposals; and makes pro-growth recommendations.

The Health Care Reform document explains how and why the Affordable Care Act should be repealed and replaced; how to save Medicaid by giving more control over it to the states; and how free-market reforms, such as health savings accounts, will cover more people, especially the poor, for less.

Peter Ferrara is senior fellow for entitlement and budget policy at The Heartland Institute and a senior fellow at the Social Security Institute. He served in the White House Office of Policy Development under President Ronald Reagan and as associate deputy attorney general of the United States under President George H.W. Bush. He is a graduate of Harvard College and Harvard Law School.
