Gov. Rick Snyder Signs Legislation Naming Memorial Highway in Honor of Specialist Fifth Class Michael May and Corporal Christopher Esckelson

LANSING, Michigan, March 26 -- Gov. Rick Snyder, R-Michigan, issued the following news release:

A portion of M-15 will now be known as the "Specialist 5 Michael May and Corporal Chris Esckelson Memorial Highway" under legislation signed today by Gov. Rick Snyder.

"Specialist May and Corporal Esckelson were true American heroes," Snyder said. "This legislation is a positive way to honor their sacrifice and service to our country."

House Bill 5120, sponsored by state Rep. Edward Canfield, amends the Michigan Memorial Highway Act to designate the portion of M-15 in Vassar as the "Specialist 5 Michael May and Corporal Chris Esckelson Memorial Highway". Specialist Fifth Class Michael Fredric May was part of an eleven-man Special Forces team conducting a reconnaissance mission inside Cambodia in 1969 when he was killed in the line of duty. He entered the U.S. Army in 1967 after attending Western Michigan University. Marine Corporal Christopher E. Esckelson joined the Marine Corps in October 2002 after graduating from Vassar High School. He was killed in the line of duty on Dec. 28, 2006 while serving in Iraq. The bill is now Public Act 83 of 2018.

Snyder also signed 11 additional measures:

Senate Bill 353, sponsored by state Sen. John Proos, expands the Local Government Labor Regulatory Limitation Act by adding language to prohibit a local government body from regulating what information employers, or potential employers, would have to request, require, or exclude during the interview process for employees or potential employees. The bill is now PA 84 of 2018.

SB 442, sponsored by state Sen. Mike Kowall, makes a number of revisions to the Business Corporation Act to allow using electronic document transmittals rather than paper. The bill is now PA 85 of 2018.

SBs 590-593, sponsored by state Sens. Jim Stamas and Mike Shirkey, respectively, amends various local acts to adjust the formula used to calculate the local unit's debt limitation. These bills are made necessary due to the changes in tax base caused by personal property tax reform. The bills are now PA 86-89 of 2018.

SB 589, sponsored by state Sen. Peter MacGregor, will allow police to use electric patrol vehicles on sidewalks, streets and highways, if authorized by the local unit of government, as well as revise the definition of allowable electric vehicles for this to include ones that don't have four wheels, like electric bikes or Segways. This bill is now PA 90 of 2018.

SB 638, sponsored by state Sen. Margaret O'Brien, will amend Chapter 11 of the Insurance Code to revise provisions governing when a ceding insurer may take credit on its financial statement for risk ceded to a reinsurer. This bill is now PA 91 of 2018.

HBs 4811-4812, sponsored by state Rep. Roger Victory, improves rules related to food safety to reduce the public health risks associated with foodborne illness and better align with state and federal regulations. The bills are now PA 92-93 of 2018.

HB 5227, sponsored by state Rep. Roger Victory, outlines new requirements and regulations for distributing, growing and planting potatoes as well as creating a seed potato advisory committee and a seed potato fund to deposit administrative fines. This bill is now PA 94 of 2018.
