Final public hearing for proposed tax rate scheduled

Aug. 26--Ector County Commissioners have scheduled the second public hearing on the proposed property tax rate increase for Monday during their regularly scheduled meeting.

The meeting begins at 10 a.m. in the commissioners' courtroom located in the Ector County Administration building annex, 1010 E. Eighth St.

The first public hearing on the tax rate had 12 people in attendance and only four public comments were made.

Commissioners have set the proposed tax rate at 39.7 cents per $100 valuation, which is about a 2.5 percent increase compared to the current rate of 38.7 cents per $100 valuation. They are now accepting feedback from the public before final approval of the tax rate.

Commissioners will also consider an amendment to a previously-approved resolution regarding a temporary 207(k) exemption for the payment of overtime to patrol deputies, which would change the hours worked requirement from 80 to 86 hours prior to payment of overtime.

IN OTHER BUSINESS, COMMISSIONERS

* Will accept a donation of $12,731.36 from Cisco Ford Equipment for a 2018 Polaris for the Ector County Sheriff's Office.

* Consider Commissioners Court schedule for 2018-2019 term.

* Consider Holiday Schedule for Ector County for the 2018-2019 term.

* Consider adding National Alliance Securities, LLC on the list of Brokers for Ector County.

* Consider Building Maintenance Housekeeping Supplies and the Building Maintenance Housekeeping Equipment cost adjustment with Wagner Supply and authorize the County Judge to sign.

* Consider authorizing the Highways and Streets Director to make edits to the County Road Inventory for Ector County as required by Texas Department of Transportation (TxDOT) Data Updates & Sharing Application Terms and Conditions.

* Consider purchase of a car hoist for Equipment Services Shop in the amount of $13,787.

* Consider Transfer of Title of a Sheriff's Office vehicle, 2017 Chevrolet Tahoe, settlement of auto claim, to Travelers Insurance.

* Consider the Ector County Law Enforcement Center -- new kitchen items, to be purchased with jail expansion funds in an amount of $42,261.

* Consider approving a Subscription Agreement between Ector County and American Fidelity Assurance Company and authorize County Judge to sign.

* Consider approving a Trust Subscription Agreement and Application for Medical Expense Reimbursement Coverage between Ector County and American Fidelity Assurance Company and authorize County Judge to sign.

* Consider approving a Business Associate Agreement between Ector County and American Fidelity Assurance Company and authorize County Judge to sign.

* Consider approving a renewal agreement with VSP Vision Care and authorize the County Judge to sign.

* Consider approving a renewal agreement with AETNA for Medicare-eligible Retirees and Dependents and authorize the County Judge to sign.

* Consider approving a Flexible Benefits Plan document and Summary Plan Description of the Cafeteria Plan being administered by American Fidelity Assurance Company on behalf of Ector County in compliance with IRS Code Section 125 and authorize County Judge to sign.

* Consider insurance contracts for Property Coverage, General Liability, Umbrella/Excess Liability, Employee Benefits, Law Enforcement, Public Entity Management, & Public Entity Employment-Related Practices Liability Coverage and Crime Coverage with the Travelers Companies Inc. in partnership with USI Insurance Services including Selection/Rejection of Terrorism Coverage and to accept SOV form; CyberRisk Renewal Coverage Application form; Government Entity Crime Coverage Application form, Selection or Rejection of Terrorism Insurance Coverage form and authorize the County Judge to sign.

* Consider the 2019 Routine Airport Maintenance Program (RAMP) agreement with TxDOT aviation, Ector County/Schlemeyer Field and authorize the County Judge to sign.

* Consider approving the SAVNS Maintenance Grant Contract between the Office of the Attorney General and Ector County and authorize the County Judge to sign.

* Consider a Master Service Agreement between Ector County Library and SirsiDynix and authorize the County Judge to sign.

* Consider request to hire a professional librarian for the Managing Librarian Southwest and Genealogy position at a Step 8.

* Will take action on the Garcia MHRC at 3935 Nicaragua and authorize the County Judge to sign.

* Will take action on the Ranchette Estates Subdivision and authorize the County Judge to sign.

* Will take action on the Roslyn Uranga MHRC at 4053 W. Green River St. and authorize the County Judge to sign.

* Will take action on the Rico MHRC at 1625 Dove Dr. and authorize the County Judge to sign.

* Will take action on the Herrera MHRC at 843 N. Avenue I and authorize the County Judge to sign.

* Consider approving a line item transfer to General Fund, 161st District Court, Educational Travel, 001-070-5161 from General Fund, 161st District Court, Departmental Furniture & Equipment, 001-070-5199 for $246.

* Consider approving a line item transfer to General Fund, Veterans Services, Office Supplies, 001-510-5171 from General Fund, Veterans Services, Educational Travel, 001-510-5161 for $93.

* Consider approving a line item transfer to General Fund, Justice of the Peace Precinct 2, Educational Travel, 001-202-5161 from General Fund, Justice of the Peace, Precinct 2, Departmental Furniture & Equipment, 001-202-5199 for $286.

* Consider approving a line item transfer to General Fund, Justice of the Peace, Precinct 3, Postage, 001-203-5193 from General Fund, Justice of the Peace, Precinct 3, Educational Travel, 001-203-5161 for $260.

* Consider a proposed budget amendment Coliseum Fund, Hotel Motel Tax Revenue, 001-4005 and to Contract Services, 041-860-5309 in the amount of $2,542.

* Consider a proposed budget amendment to General Fund, Courthouse Jail Prisoners Supplies 001-422-5180 from Unreserved Fund Balance 001-3310 in the amount of $2,912.

* Consider approving the Accounts Payable Fund Requirements Report for August 27, 2018 and review County financial statements and reports.
