Enroll Wyoming prepares for changes after severe funding cut

CHEYENNE -- Wyoming residents set a new record for health insurance enrollment in 2025, with tens of thousands securing life-changing coverage through the health insurance marketplace.

This achievement was made possible through the free assistance and educational efforts of Enroll Wyoming, a nonprofit dedicated to helping people navigate their health insurance options.

For over a decade, Enroll Wyoming has connected residents with affordable health coverage, educated them on how to use their insurance, and linked them to vital community resources — all at no cost and without sales quotas or incentives. Thanks to these efforts, marketplace enrollment in Wyoming has grown significantly, rising from about 24,000 in 2020 to more than 46,000 in 2025.

Facing Challenges, Staying Committed

Despite this success, Enroll Wyoming is preparing for significant changes. In February, the Centers for Medicare & Medicaid Services announced a drastic reduction in the national navigator grant program, cutting funding by approximately 90 percent from $98 million to $10 million starting in September 2025. Enroll Wyoming received $1.5 million for the 2024-25 fiscal year from CMS through the U.S. Department of Health and Human Services.

While future funding levels remain uncertain, Enroll Wyoming anticipates adjustments to staffing and services.

Adapting to Serve Wyoming Residents

"While our financial support and staffing may change, our commitment to empowering Wyoming residents with the information they need remains strong," said Caleb Smith, marketing director at Enroll Wyoming.

Through August 2025, Enroll Wyoming will continue assisting as many people as possible, running awareness campaigns, and promoting advanced tax credits that make marketplace health insurance more affordable. Even outside of open enrollment, many individuals qualify for marketplace plans through special enrollment periods.

"We are actively exploring partnerships and alternative funding sources," Mincer added. "Strengthening collaborations with health care providers, nonprofit organizations, and government agencies will be crucial in ensuring that Wyomingites do not fall through the cracks."

As part of its long-term strategy, Enroll Wyoming is working to expand its reach by training staff from interested organizations to become certified application counselors. These trained professionals will help guide individuals through the marketplace enrollment process, ensuring continued access to assistance.
