Sources Sought Notice Federal Emergency Management Agency (FEMA) Federal Insurance & Mitigation Administration (FIMA) Risk Management Directorate (RMD) Unified Guidelines for Tailings Dam June 25, 2020 Sources Sought Notice for FEMA/FIMA/RMD for development of unified guidelines for Tailings dams. The Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA), Federal Insurance and Mitigation Administration (FIMA), Risk Management Directorate (RMD) requires highly specialized contractor support for the preparation of unified technical guidelines for Tailings dams, including the research and analysis capabilities necessary to develop said guidelines. The unified technical guidelines must satisfy the following objectives: * Provide consistent national dam safety technical guidelines for state and federal regulators, designers, and mine owners and operators; * Reduce the risk of failure of Tailings dams by filling in gaps in the Federal Guidelines for Dam Safety where respective publications do not adequately address Tailings dams. Tasks could include the following: Develop an initial outline for the guidance document; assess existing guidance documents; finalize outline and develop initial draft; develop a final draft; have the draft reviewed by experts in detail; solicitation and incorporation of industry input; finalize the guidance document. The required contractor should have past performance in producing dam related publications and performing dam related research, specifically regarding Tailings dams. FEMA anticipates that any resulting contract will be on a Firm-Fixed-Price basis. THIS SOURCES SOUGHT NOTICE IS NOT A REQUEST FOR PROPOSAL This Sources Sought Notice is a market research tool being used to determine the availability and adequacy of eligible business sources with the expertise needed to develop a highly detailed and accurate set of unified guidelines for Tailings dams. FEMA is seeking contracting alternatives and sources to support its requirements. The Government is not obligated to and will not pay for any information received from industry sources as a result of this Sources Sought Notice. The Government does not request any proprietary information that should be submitted, nor shall it be liable for any consequential damages for proprietary information. Any information submitted to the Sources Sought Notice (e.g. capability statement) is subject to disclosure under the Freedom of Information Act, 5 USC 552 (a). This SSN is for information and planning purposes only and is not to be construed as a commitment by the U.S. Government, nor will the U.S. Government pay for information solicited. No solicitation is currently available. The applicable North American Industry Classification System (NAICS) codes assigned to this procurement has not been determined. Relevant NAICS codes are 541690 and 541330. The applicable PSC has not been determined. Relevant PSC is D318. The work for this requirement shall be performed at the Contractor facilities and will be coordinated with the Contracting Officer's Representative (COR). It is requested that interested vendors submit a brief capabilities' statement package (no more than 10 pages in length, single-sided, single-spaced, 12-point font minimum, Times New Roman) to the contracting office demonstrating eligibility to meet FEMA's requirements. SUBMISSION OF CAPABILITY STATEMENT PACKAGES: This documentation should address, at a minimum, the following: Capability statements to include an explanation of the company's background, company's socioeconomic status, business category, technical expertise, experience, staffing, and other capabilities that demonstrate the company's ability to perform the service requirements outlined in the draft Statement of Work (SOW). Examples and brief descriptions of relevant work completed in the last five (5) years that aligns with the anticipated scope of work. Discuss any concerns, comments or recommendations you may have with the attached draft SOW. No inquiries will be answered at this time and respondents shall not be notified of the results of the market research. Point of contact information, telephone number, and email.
