This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, as supplemented with the additional information included in this notice. This solicitation is advertised in accordance with FAR Subpart 13.5 - Test Program for Certain Commercial Items. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. The U.S. Maritime Administration (MARAD), Norfolk, VA intends to award a firm fixed price purchase order for the procurement of services to replace the deck mounted capstan winch on TD-21, an 85' diesel powered bow model tug boat located at James River Reserve Fleet in Newport News, VA.

Estimated Period of Performance is October 1, 2015 through November 30, 2015.

SHIP CHECK - SITE VISIT

A pre-quote conference/site visit will be conducted onboard the TD-21 at 9:00 a.m. Eastern Standard Time on Wednesday, September 23, 2015, at the James River Reserve Fleet, located on Fort Eustis in Newport News, VA. As this site visit occurs on a federal military base, please be prepared to show a federally issued photo ID, vehicle registration and proof of insurance at the visitor's gate.

In order to make the site visit as productive as possible, quoters are also requested to submit any questions from the review of the solicitation package or as a result of site visit in writing (email) to the Contracting Officer mailto:[email protected] no later than 12:00 p.m. Eastern Standard Time on Thursday, September 24, 2015 with solicitation number DTMA92Q1500053 in the subject line. Responses to questions will be issued by amendment to the solicitation package.

Failure of a prospective quoter to submit any questions or to attend the site visit will be construed to mean that the quoter fully understands all requirements of the solicitation. Prospective quoters are advised that the site visit will be held solely to allow quoters an opportunity to gain the best possible understanding of the working environment and specific work items to be addressed under contract in order that they may prepare an accurate and complete price quote. (d) Comptroller General Examination of Record The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records -- Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
