Cardinal Innovations Makes 2 Key Leadership Appointments

Cardinal Innovations Healthcare has named Dr. Ranota Hall as its new Executive Vice President and Chief Medical Officer.

According to a release from the company, Hall's clinical expertise in psychiatry, neurocognitive development, and program development and implementation will further advance Cardinal Innovations ability to provide exceptional managed care for special populations with complex needs.

Hall will be responsible for strategic planning and medical oversight, and will work closely with Dr. Keith McCoy, recently appointed as Cardinal Innovations' Chief Clinical Officer and Medical Director.

Previously, Hall served as Medical Director of the North Carolina Medicaid account and Children's Health Insurance Program at ValueOptions, an independent behavioral health and wellness company headquartered in Norfolk, V.A. that serves more than 30 million people.

Hall's past experience includes working as a staff psychiatrist at the Durham County Mental Health Center and the John Umstead Hospital. She also served as clinical director for the 125-bed Child Psychiatric Institute, where she helped develop a Psychiatric Residential Treatment Facility accredited by the Joint Commission.

In 2005, Hall joined ValueOptions as Vice President of Medical Affairs for the North Carolina Public Sector. She also served as Medical Director for the North Carolina Medicaid account and Children's Health Insurance Program, and provided medical oversight and strategic planning for ValueOptions' employer accounts and health plans.

As Chief Clinical Officer and Medical Director, McCoy is responsible for assuring quality and utilization management, and development and implementation of the clinical design plan. He oversees the proper authorization and review of covered services.

McCoy, who joined Cardinal Innovations Healthcare in 2012 as Senior Vice President and Associate Medical Director, will work closely with Hall in identifying and developing strategies for improving and expanding clinical lines of business for Cardinal Innovations. Prior to joining Cardinal Innovations, McCoy worked as the Interim Medical Director for the Wake County Local Management Entity (LME).

McCoy completed his residency there in psychiatry in 2010, and served as chief resident during his final year of training. He is board certified by the American Board of Psychiatry and Neurology. McCoy is a member of the executive council of the North Carolina Psychiatric Association, serving as Legislative Chair. He also is a Fellow of the American Psychiatric Association and a member of the American Association of Community Psychiatrists. He maintains clinical responsibilities as a consulting psychiatrist at Rex Hospital in Raleigh, N.C.

They are uniquely qualified to provide the clinical leadership necessary to improve the health of special populations with complex behavioral and developmental needs," said Chief Operations Officer Will Woodell.

Cardinal Innovations is a specialty health plan, serving 720,000 members through its Medicaid, state and county funded plans.
