Black Hawk Assessor’s budget cuts taxes

Jan. 11--WATERLOO -- Black Hawk County Assessor T.J. Koenigsfeld is planning to cut his property tax asking next year.

Members of the county's conference board voted Tuesday to set a Jan. 24 public hearing on Koenigsfeld's proposed $1.78 million budget for the fiscal year starting July 1.

The proposal would lower the office's overall tax collection by about $2,000 and reduce the property tax rate from 28.5 cents to just less than 27 cents per $1,000 of taxable property value.

Koenigsfeld said the proposal means the owner of a $100,000 home, who currently pays $15.88 in property taxes to support the assessor's budget, would pay just $15.30 next year.

While the assessor's tax rate is being cut, the office represents less than 1 percent of the overall tax bill that will be mailed next fall. City, school and county budgets represent the larger share of the property tax load.

The conference board overseeing the assessor's office and approving the budget is made up of the county Board of Supervisors, the mayors of each city in the county and a representative of each school board.

Those members had few questions about Koenigsfeld's budget Tuesday as he discussed the changes, including a 3 percent increase in staff salaries and an expected 15 percent jump in health insurance costs.

The assessor's office is established to put values on homes, businesses, farms and other real estate in the county which is then used to determine tax bills.

The public hearing will be at 3:30 p.m. Jan. 24 in the courthouse.
