P. DANIEL HOLLIS III, a more than 50-year resident of Northern Westchester, has spent his entire legal career in Mount Kisco. He is an experienced litigator in areas of complex corporate, contract, zoning, planning, condemnation and other real estate matters. He assists clients in obtaining municipal approvals for large retail establishments and construction/industrial uses, residential developments and not-for-profit entities such as educational and religious organizations. His expertise includes estate planning, probate and estate administration matters. He has extensive litigation and appellate experience in state and federal courts. JOSEPH P. CARLUCCI, a partner in Cuddy & Feder LLP, is responsible for the industrial development revenue bond practice. He has been involved in matters representing both large and small corporations dealing with a full range of corporate issues. Carlucci has prepared and negotiated a wide variety of business acquisition and sale contracts, partnership agreements, limited liability company operating agreements, employment contracts and other corporate documentation. He has also been active in lending transactions on behalf of borrowers and lenders, including real property secured and asset-based transactions, representing real estate entrepreneurs in acquisitions, sales, leasing, financing and obtaining approvals fór real estate development projects. RICHARD O'ROURKE of the Keane & Bean PC law firm represents property owners and land-development companies in obtaining approvals for retail, commercial and residential development, and through his firm, he has served as counsel to villages and towns in Westchester, Putnam, Rockland, Dutchess and Ulster counties. Having successfully challenged and defended decisions of municipal boards in zoning and land-use matters, including procedural compliance and substantive determinations of zoning boards of appeal, planning boards and legislative bodies, O'Rourke also serves as trial and appellate counsel in state and federal courts and represents clients before federal, state and local boards and agencies. He has represented clients as lead counsel winning complex and controversial litigations in land development and multijurisdictional disputes. O'Rourke has also met with equal success in obtaining land-use and zoning approvals for large projects without the need for litigation like the recent approval he obtained in Dutchess County for a $1.675 billion electric manufacturing facility, a state-of-the-art vehicle maintenance and prep center for a leading car dealership in Putnam County and a 128,564-square-foot building and parking structure in Westchester County. O'Rourke has been village justice for the village of Brewster since 1992 and from 1986 to 1989, he served as town attorney of the town of Southeast. From 1983 to 1986, he was a member and chairman (1985 to 1986) of the Zoning Board of Appeals for the town of Southeast. ANGELICA CANCEL grew up in the Bronx and currently lives in Yonkers. She was valedictorian at her graduation from Cathedral High School for Girls in 2010 and went on to attend La Salle University in Philadelphia where she double majored in philosophy and political science, graduating magna cum laude in 2014 and moved on to Pace Law School the same year. In February of her first year, she was selected as a New York City Bar Diversity Fellow, a program providing first-year law students from underrepresented groups the opportunity to spend a summer in a top New York law firm or a corporate or government law department. Cancel was placed at the Manhattan District Attorney office and served as an intern in the Quality of Life Unit. During her second year, Angelica competed in the Puerto Rican Bar Association Moot Court Competition she was named "Best Advocate" and her Pace Law School team went on to1" place first nationally in the competition. Selected to participate in the Federal Judicial Honors Program at Pace, which allowed her a spring externship in Judge Nelson Roman's Chambers at the Southern District of New York, after which Cancel interned at Fried, Frank, Harris, Shriver and Jacobson LLP where she received an offer to join the firm upon graduation. Throughout her years at Pace, Cancel has been heavily involved with the Latin American Law Students Association serving as its president and as a MetroLALSA delegate (chapiters in the metropolitan area whose members are dedicated to the advancement of latinx students in the legal field). Cancel graduated magna cum laude in May from the Elisabeth llaub School of Law at Pace University.

ANTHONY A. SCARPINO JR„ Westchester County's District Attorney, has dedicated his entire career to protecting our community through the fair and ethical pursuit of justice. His 37 years experience as a special agent for the Federal Bureau of Investigation (FBI) and as a judge in the Westchester County region for 30 years have uniquely prepared him to be Westchester's chief law enforcement officer. Scarpino oversees a staff of 118 assistant district attorneys, 34 criminal investigators and 85 support-staff personnel. The grandson of Italian immigrants, Scarpino was born and raised in the city of Mount Vernon where he attended public schools. After graduating from the University of Connecticut and earning his Juris Doctorate from Syracuse University College of Law, Scarpino began his career in public service as assistant corporation counsel for Mount Vernon. In 1977, he left local government and joined the FBI as a special agent, returning to Mount Vernon in 1984 after having been appointed acting City Court judge. He was elected to that seat a year later and rose to senior city court judge. In 1988, Scarpino was elected Westchester County Court judge. In 1993. he was elected to the New York State Supreme Court for the Ninth Judicial District, and in 2000 he was elected Westchester County Surrogate and re-elected in 2010. In 2015, after 30 years as a judge. Scarpino stepped down to join the DelBello. Donnellan, Weingarten, Wise & Wiederkehr LLP law firm. Formerly he served as an adjunct professor at the Pace University School of Law in White Plains and Iona College in New Rochelle, sharing his experience and knowledge of criminal law and procedure and evidence with a new generation of students. He also» , served on the Office of Court Administration's Advisory Committee on Criminal Law and Procedures as well as serving as co-chair of the Ninth Judicial District's Pro Bono Committee. Scarpino was recognized by the Westchester Womens Bar Association with a "Justice for All" award in 2007 and again in 2015 with the "Access to Justice" award from Legal Services of the Hudson Valley.
