American Clinical Laboratory Association: Amid Growing Demand for Testing, Lawmakers Call On HHS to Designate Resources for Clinical Laboratories

To date, ACLA members have performed more than 10 million molecular PCR tests for COVID-19 and are investing in new platforms, driving forward innovative solutions to meet the evolving needs of workers, patients and their families, and developing new technology to expand access.
"As the demand for testing continues to grow, clinical laboratories need dedicated funding to plan for challenges that lie ahead," said ACLA President
Highlights from the letter are included below:
* "Laboratories have invested significant resources in equipment, supplies, and staffing to meet the very specific needs of COVID-19 testing demands, while simultaneously facing steep revenue declines for their usual work due to the public health emergency."
* "There have been no federal funds specifically designated for the laboratories that have stepped up in this public health crisis and have made significant investments to expand access to COVID-19 testing despite 40-60 percent reductions in regular commercial volume due to the economic lockdowns."
* "As laboratories work to maintain their investments in critical resources for testing platforms, reagents, swabs, and PPE, as well as hiring, training, and overtime pay for the laboratory workforce, we urge HHS to direct a portion of funding that has not already been allocated towards these efforts."

Dear Secretary Azar:
Thank you for taking the time to speak with me earlier this week. Per your suggestion, I am following up with you to urge HHS to allocate the necessary resources for our nation's laboratories to increase COVID-19 testing capacity. The COVID-19 pandemic must be met with the full force of America's laboratory community, including public health labs, academic and hospital labs, regional and national commercial reference labs.
To date, ten ACLA member labs have answered the call to perform COVID-19 testing. As of this week, ACLA member labs, which have served as the backbone of America's testing response, have performed more than 3.3 million tests--a majority of the tests performed in the country--and they remain focused on continuing to increase COVID-19 testing capacity for both molecular and serologic tests. Further increases in testing capacity are needed at laboratories in order to meet the objectives described in the Administration's plan to reopen America.
