While the Marine Mammal Protection Act allows the Federal Government to approve ocean activity that would harass "small numbers" of marine mammals and have a "negligible impact" on marine life, the complaint alleges that seismic testing will affect more than 300,000 marine mammals, including some of the "most vulnerable" species.
