When it comes to categorizing the elite veteran players among the nation's insurance carriers in the Program Administration arena, The Hartford continues to stand out year after year.

With more than 50 active programs in its portfolio, The Hartford maintains its national reputation for designing tailored insurance programs for higher hazard businesses that require specialized underwriting, loss control and claims handling, as well as programs that involve risk sharing with agents, associations and insureds.

"These partnerships underscore the strength and breadth of our specialty program and alternative market capabilities," says Deborah Bibbins, who leads The Hartford's Captive & Specialty Programs segment. "We see significant opportunity in the program arena, and we continue to expand our appetite and partnerships to provide tailored solutions for businesses in diverse industries."

Bibbins points to the company's flexibility, attention to building new programs and strong partnerships with retail agents and brokers. "We define 'program' broadly and work within a number of different business models."

Notable recent additions to The Hartford's portfolio include Affinity Insurance, Ltd., and JM Associates/Burnham + Company's (JM/Burnham) National Elevator Program. Affinity is a large casualty lines group captive owned by more than 300 companies, which operates in conjunction with captive consultant Captive Resources, LLC. It is one of the largest heterogeneous captives in existence. "The program is growing rapidly," says Bibbins. "A tightening in the marketplace is helping to sell the group captive concept."

Earlier this year, The Hartford partnered with JM/Burnham, a division of HUB International Northeast, to provide general liability coverage for its elevator contractors program. "Both firms are considered experts in the elevator business, which aligns perfectly with The Hartford's own expertise in insuring specialty contractors," says Bibbins.

The Hartford is also well known for writing higher hazard transportation classes. The company's popular Specialized Truck Equipment Program (STEP) program covers manufacturers, installers, distributors and repairers of various truck bodies and trailers, including fire trucks and other related equipment. Programs for tow trucks, taxicabs, limousines, school buses, non-emergency paratransit services, and charter buses are also within The Hartford's transportation capabilities. "We are pleased to be one of the insurance market leaders for these industries," says Scott Stevens, vice president of Captive & Specialty Programs at The Hartford.

Some of The Hartford's other programs include those focusing on long-term healthcare facilities, equipment dealers, YMCA and resident camps, water well drillers, railroad services, and security guards.

Stevens reminds agencies and brokers of The Hartford's capability to adapt to and fashion virtually all kinds of program structures, and its ability to offer both admitted and surplus lines paper. "The expertise of our staffand our willingness to be flexible enables us to craftprograms to meet the needs of our producer partners, as well as our end customers. We dedicate significant resources to ensure our programs are competitive and sustainable."

Stevens salutes the Target Markets Program Administrators Association. "TMPAA is a valuable organization that has led to many important program relationships," he says. "Of the 10 conferences we attend each year, the annual Target Markets Summit in Arizona and the mid-year conference are by far the most productive."
