Highlights of selected legislation covered in the newly updated protocol include:
• Legislation relating to chemical management was reorganized to divide the former "Toxic Chemicals Control Act" and its subsidiary legislation into the new "Chemical Substances Control Act" and the "Act on Registration, Evaluation, Etc., of Chemical Substances" and their respective subsidiary legislation. The suite of legislation covers ongoing use and management requirements, as well as notifications relating to businesses and activities. The "Act on Registration, Evaluation, Etc. of Chemical Substances" and its subsidiary legislation now cover registrations and notifications relating to new and existing chemicals. The "Act on Registration, Evaluation, Etc., of Chemical Substances" establishes a scheme similar to the
• The "Environmental Impact Assessment Act" and its subsidiary legislation were revised to provide a new category of "small-scale" environmental impact assessments for projects that are considered to have lower impacts to the environment but may be located in sensitive areas, such as conservation management areas, wetlands and certain river basins.
• New thresholds for discharges of hazardous substances in wastewater were included in amendments to the "Enforcement Ordinance of the Act" on the "Protection of Water Quality and Water Ecological Systems." In addition, the appendices to the "Enforcement Ordinance of the Act on the Protection of Water Quality and Water Ecological Systems" were revised to include more chemicals in categories such as water pollutants and hazardous water pollutants.
• Amendments to the "Labor Standards Act" included new requirements for accommodations in the workplace for pregnant women.
• The "Occupational Safety and Health Act" and its subsidiary legislation were revised to include more detailed requirements around general risk assessments and to expand the list of occupations that are subject to Danger and Hazard Prevention Plans. In addition, changes were made to general health and safety training program requirements under the "Occupational Safety and Health Act."
• Several Public Notifications were issued or reissued in relation to safety and health requirements, including the following:
