THIS IS A DRAFT SOLICITATION ANNOUNCEMENT to allow for industry comments on this 100% Small Business Set-Aside Contract for the Army Contracting Command. ACC-APG plans to award a multiple award IDIQ services contract. The primary goal of this acquisition is to establish an Intelligence Electronic Warfare and Sensors (IEW&S) Wide Multiple Award IDIQ Contract vehicle for all IEW&S personnel to provide technical, acquisition, program management, logistical, financial and business support services in order to meet their mission requirements. The resulting multiple award contracts will be collectively referred to as the Better Buying Support Services (B2S2) Contract, formerly known as the Business and Technical Support Services (BATSS) Contract. The contract will provide IEW&S with the broad technical, program, acquisition, logistics, and business services that support IEW&S's current and evolving missions. Within the framework of the awarded contracts, a rapid task order process will be implemented to ensure flexible, competitive, and responsive process to stakeholders. Small Businesses under this contract must support efforts under NAICS Code 541330, ($38.5M). The determination of acquisition strategy for this acquisition lies solely with the Government. Under the support and guidance of ACC-APG contracting officers, IEW&S service requirements will be competitively awarded as task orders under the Performance Work Statement (PWS) of this Solicitation under NAICS 541330 in the following principal service categories: Engineering, Technical, Scientific, and Program Support; Business and Analytical; Acquisition, Logistics, and Administration; Program and Integration Support and Risk Management; and Other Acquisition Requirements. The small business or team must list their Professional Certifications and Associations when responding to this notice. Planned task orders under this IDIQ will be fixed price, cost reimbursable (CR, CPFF, CPIF), and/or Time and Materials/Labor Hour (T&M/LH) types, as required. This contract has a five year ordering period and will cover the full spectrum of services supporting materiel and product research, development, test, production, sustainment, logistics, training, and disposition. Please note that this is NOT a Request for Proposal and the Government is seeking information for the purpose of improving solicitation documents only.
