2.0 Background
The DoD records commercial other health insurance (OHI) in the Defense Enrollment Eligibility Reporting System (DEERS). When complete, this information identifies treatment for which
3.0 Required Capabilities Respondents shall provide company information. At a minimum, this should include business name, business address, name of company representative, contact information, and business qualification for socio-economic categories (e.g., Small Business, Small Disadvantaged Business, Service Disabled-Veteran Owned Small Business, Women-owned Small Businesses, HUBZone Small Businesses, etc.)
Respondents shall identify expected teaming arrangements with other business interests and the percentage of work to be performed by each. For team members, identify business name, business address, and business qualification for socio-economic categories (e.g., Small Business, Small Disadvantaged Business, Service Disabled-Veteran Owned Small Business, Women-owned Small Businesses, HUBZone Small Businesses, etc.)
Respondents shall describe their overall ability to perform discovery of new OHI information to include but not limited to the following:
a) Ability to identify and validate billable health insurance for Uniformed Services beneficiaries that have no health insurance information on file as well as identify and validate other health insurance information that may have policy information missing and provide said information to update the OHI repository in the DEERS database.
b) Ability to establish and maintain a productive cost-effective Insurance ID system; incorporate industry standard performance metrics; monitor and validate the accuracy, and timeliness of DEERS OHI information; and establish a reporting mechanism that measures return on investment that is in line with negotiated performance metrics.
c) Ability to query commercial health insurance carriers to include
