As part of the Federal Aviation Administration (FAA) Contract Tower (FCT) Program, the FAA maintains a commercial aviation liability insurance policy on behalf of the FCT contractors for liabilities, up to $10.M per occurrence that may arise during the performance of air traffic control services. This single policy provides coverage for the FCT air traffic control (ATC) providers at all locations included in the FCT program.

Contractors providing ATC services under the FCT program during the first FCT competition in 1994 were required to purchase adequate aviation liability insurance on their own. The costs were subsequently passed on to the government through higher pricing proposals for ATC services. Based on the experience gained in 1994, the FAA determined it was in the Government--'s best interest to maximize the economies of scale by acquiring the required aviation liability insurance for all locations included in the FCT program under a single policy. The FAA introduced the FCT Aviation Liability Insurance Program in 2000. The FAA included Government Furnished Insurance (GFI) as part of the follow-on FCT contracts awarded in 2004 and 2009.

Aviation insurance broker assistance administering the program will once again be required. The services of the broker will include acquiring the necessary aviation liability insurance in addition to managing the aviation insurance program in conjunction with the FAA Contract Tower (FCT) Program.

The FCT Program Office will seek an insurance broker that will acquire aviation liability insurance from one or more aviation insurance companies. The Broker will be responsible for recommending insurers to the program office.
